Experience Exchange on Communications in Labour and Social Protection Held with Türkiye
A delegation comprising representatives of the communications departments of the Ministry of Labour and Social Protection of Population and its affiliated institutions paid a working visit to Türkiye. The visit aimed to facilitate an exchange of experience with the relevant institutions of the brotherly country on communications and public relations in the fields of labour, employment and social protection. A representative of the Sustainable and Operational Social Security (DOST) Agency also took part in the visit.
During their stay in Ankara, the delegation visited Anıtkabir, the mausoleum of the founder of the Republic of Türkiye, Mustafa Kemal Atatürk, as well as the monument to National Leader Heydar Aliyev in Heydar Aliyev Park.
The delegation met with Dr. Zeynep Zelan, Head of the Media and Broadcasting Department; Kasım İleri, Head of the Strategic Communications and Crisis Management Department; Durmuş Ersoy, Head of the Public Relations Department; and Sümeyra Değirmenci, Corporate Communications Coordinator of the Communications Directorate of the Presidency of the Republic of Türkiye (Türkiye Cumhuriyeti Cumhurbaşkanlığı İletişim Başkanlığı). The meeting highlighted that the strategic allied relations between Azerbaijan and Türkiye have also created a strong foundation for successful cooperation in the fields of labour and social protection. It was noted that the visit marked the beginning of cooperation in a new area – communications in the labour and social protection sector.
The participants emphasized the vital role of communications in strengthening state–citizen relations, building public trust and ensuring effective public engagement. They also stressed the mutual benefits of sharing professional experience in this field. Information was presented on the Directorate's activities, innovative communication tools such as DES and CİMER, and its corporate digital systems.
The participants exchanged views and experience on the organization of strategic communications, citizen-oriented service approaches, digital media management, the use of artificial intelligence in communications, combating disinformation and other relevant topics.
The delegation also met with Ramazan Furkan Turkan, Media and Public Relations Advisor at the Ministry of Labour and Social Security of the Republic of Türkiye (Türkiye Cumhuriyeti Çalışma ve Sosyal Güvenlik Bakanlığı), Uğur Qartal, Media and Public Relations Advisor at the Ministry of Family and Social Services of the Republic of Türkiye (Türkiye Cumhuriyeti Aile ve Sosyal Hizmetler Bakanlığı), as well as other officials responsible for communications within these institutions.
The Azerbaijani side highlighted that the comprehensive reforms implemented in recent years in the fields of labour and social protection, the broad introduction of digital and proactive services, as well as the DOST concept and citizen-centred governance model, have brought innovative approaches to communications in the sector. Representatives of both ministries shared information about their communication activities, including cooperation with print, broadcast and digital media, work with digital platforms, media monitoring, content production and other related areas.
The meetings also included an exchange of experience on communication with vulnerable population groups, cooperation mechanisms with non-governmental organizations, оперативe public information, maintaining public trust and coordination mechanisms. The importance of strengthening cooperation in these areas in the future was emphasized.
