Ensuring citizen welfare, increasing attention and care for people from vulnerable groups is one of the main directions of the successful socio-economic policy of President Ilham Aliyev. The initiatives and projects of Mehriban Aliyeva, the first vice-president, president of the Heydar Aliyev Foundation, who is an example of humanism, nobility, and kindness, make important contributions to the implementation of state policy in this direction, to the environment of compassion and care for people who need special care, and to social development in our country in general.

These initiatives and projects cover all aspects of the social sphere. As one of the important social projects of the Heydar Aliyev Foundation, three multi-apartment residential buildings were built in Absheron district in recent years and presented to young people deprived of parental care in state children's institutions. Consistent works were also carried out in the direction of ensuring the employment of the residents of those residential buildings, which operate as the "Graduate House" of the Social Services Agency under the Ministry of Labor and Social Protection of the Population.

The DOST concept, which was initiated by Mehriban Aliyeva, the first vice-president, president of the Heydar Aliyev Foundation, is one of the innovative social successes of Azerbaijan in recent years and is already recognized as another brand of our country. Since May 2019, 5 DOST Centers have been opened in Baku city and Absheron region. In those centers, 154 types of services in the fields of labor, employment, disability, and social security are provided based on innovative approaches closer and more accessible than "one-stop shop", in a completely transparent environment, in accordance with the principle of citizen satisfaction. Already 1 million 50 thousand citizens have benefited from DOST services, citizen satisfaction with these services is 98.7 percent. Preparations are being made for the opening of DOST Centers in Baku, as well as in Barda, Guba, Ganja, Sumgayit, Sabirabad, Masalli and a number of other regions. DOST Agency was awarded this year with the European Social Services Award of the European Social Network, the International Pension and Social Funds Association award, and 3 awards of the International Social Security Association, and in the "European Union Business Environment Report-2021" publication, DOST Centers were listed as one of the top 3 advanced reforms in Azerbaijan. presented.
