Was born in 1981 in Baku.
In 2003 graduated from Baku Slavic University with a bachelor's degree in Russian language and literature, in 2006 from Baku Slavic University with a master's degree in the same specialty, and in 2018 from the Academy of Public Administration under the President with a master's degree in Public and Municipal Administration.
In 2006, became the Customer Relation Team Member of Azercell, and after became the Group Leader of Customer Relations Team. Between 2008-2017, held various positions in the Civil Service Commission under the President of the Republic of Azerbaijan.
In 2017, was the Head of the Public Relations and Protocol Division of the State Housing Agency, in 2017-2019 was the Chief Consultant of the Labor Relations Monitoring Center of the State Agency for Citizen Services and Social Innovations under the President of Azerbaijan. Since 2018, has been working as a lecturer at UNEC Business School.
From January 2019, Director of the Risk Management and Internal Control Department of the Sustainable and Operational Social Provision Agency, from April 23, Director of Baku DOST Center No. 1, from December 28, Director of Baku DOST Center No. 2, from May 21, 2020, worked as the director of Baku DOST Center No. Since August 4, 2020, he is the Deputy Chairman of the Board of the Sustainable and Operational Social Provision Agency.
Married and has 3 children.
