Was born in 1981 in Baku.

In 2003 graduated from Baku Slavic University with a bachelor's degree in Russian language and literature, in 2006 from Baku Slavic University with a master's degree in the same specialty, and in 2018 from the Academy of Public Administration under the President with a master's degree in Public and Municipal Administration.

In 2006, became the Customer Relation Team Member of Azercell, and after became the Group Leader of Customer Relations Team. Between 2008-2017, held various positions in the Civil Service Commission under the President of the Republic of Azerbaijan.

In 2017, was the Head of the Public Relations and Protocol Division of the State Housing Agency, in 2017-2019 was the Chief Consultant of the Labor Relations Monitoring Center of the State Agency for Citizen Services and Social Innovations under the President of Azerbaijan. Since 2018, has been working as a lecturer at UNEC Business School.

From January 2019, Director of the Risk Management and Internal Control Department of the Sustainable and Operational Social Provision Agency, from April 23, Director of Baku DOST Center No. 1, from December 28, Director of Baku DOST Center No. 2, from May 21, 2020, worked as the director of Baku DOST Center No. Since August 4, 2020, he is the Deputy Chairman of the Board of the Sustainable and Operational Social Provision Agency.

Married and has 3 children.

Aygun Musayeva was born in 1985 in Baku. In 2004, she completed her bachelor's degree in Applied Mathematics and Cybernetics at Baku State University, and in 2006, she obtained her master's degree. In the same year, she was admitted to the PhD program at the Institute of Cybernetics of the Azerbaijan National Academy of Sciences (ANAS). From 2010 to 2012, she studied the International Social Work program at Stockholm University in the Kingdom of Sweden. In 2014, she got a PhD in Economics, and in 2019, she was awarded the academic title of Associate Professor.

From 2004 to 2006, she worked as an assistant in the TACIS project “Improvement of the Tax System in Azerbaijan.” From 2005 to 2014, she held positions as a senior consultant and chief consultant at the Ministry of Labour and Social Protection of Population. Between 2014 and 2019, she worked at Azerbaijan University as a lecturer, director of the Social Work Program, dean of the Faculty of Social Work, and head of the Department of Social Work Organization. From 2019 to 2025, she served as the Head of the Strategic Planning Department at the Agency for Sustainable and Operative Social Provision, Head Coordinator of the 142 Call Center, and Head of the DOST Services Department. In March 2025, she was appointed as the Deputy Chairman of the Board of the Agency for Sustainable and Operative Social Provision.

Aygun Musayeva is married and has two children.

Arif Atakhanli was born in 1990 in Fuzuli. He graduated from Sumgait State University with a degree in Accounting and Audit.

He began his professional career in 2013 at the State Border Service of the Republic of Azerbaijan, where until 2021 he served as an officer and senior officer of the Payroll Department. He was subsequently transferred to the reserve with the military rank of Captain.

Since 2021, he has been working at DOST Agency. Prior to his current appointment, he held the positions of Head of the Accounting Organization Department, Deputy Head of the Finance and Accounting Department, and later Head of that Department.

He holds several local and international certifications in the field of finance. He has also served as an expert of the State Examination Center of the Republic of Azerbaijan in finance and accounting, actively participating in methodological and organizational processes in this field.

Elnur Aliyev was born in 1979 in Baku. In 2000, he received a bachelor’s degree in International Law from Baku State University, and in 2002 he completed his master’s degree. Between 2013 and 2015, he studied Finance at the Azerbaijan State University of Economics.

Since June 2002, he worked at the Operational Division of the Department for Preliminary Investigation of Tax Crimes under the Ministry of Taxes. From September 2006, he held various positions in the Inquiry Division of the same department, and from November 2010, he worked at the Investigation Department.

Between 2011 and 2018, he held various managerial positions in the private sector. Since July 2018, he served as Deputy Director of the Baku City Employment Department of the State Employment Service under the Ministry of Labour and Social Protection of Population, and from September of the same year as its Director. From July 2020, he served as Director of the Baku City Employment Center branch of the State Employment Agency under the Ministry of Labour and Social Protection of Population, and from August 2021 as Director of the Central Monitoring and Evaluation branch of the same agency.

On February 19, 2026, he was appointed Deputy Chairman of the Board of the Sustainable and Operational Social Provision Agency (DOST). By the Order No. 3669 of the President of the Republic of Azerbaijan dated December 23, 2022, he was awarded the medal “For Distinction in Civil Service”.

He is married and has one child.

Nazila Akif gizi Hashimzade was born in 1967 in the city of Baku. In 1989 she graduated from the Faculty of Mathematics of the Azerbaijan State University. In 1991, she continued her education at the postgraduate level of the Institute of Mathematics and Mechanics of the Azerbaijan National Academy of Sciences. In 1995, she wrote a dissertation on "Singular Integrals in a Borderless Space."

In 1989-1991, she worked as an engineer at the Caspian Scientific Center of the Azerbaijan National Academy of Sciences. In 1996-1999 she was a researcher at the Institute of Mathematics and Mechanics of the Azerbaijan National Academy of Sciences. In 1999-2019 she worked in the R.I.S.K. Scientific Production Company as a corporate sales manager and then as a department head.

In 2020-2022, she worked as a Director of the Information Technology Department of the Agency for Sustainable and Operational Social Provision (DOST)

Has a child.

Tural Gulahmadov was born in 1981 in the city of Sumgait. He holds a bachelor’s degree from the Faculty of International Law of Baku State University and a master’s degree from the Faculty of World Economy of the Azerbaijan State University of Economics.

He began his professional career in 2005 as an inspector at Territorial Tax Office No. 2 of the Ministry of Taxes. From 2012 to 2018, he worked as a consultant and senior consultant at the Sumgait City Office of the State Social Protection Fund. In July 2018, he was appointed senior consultant at the Economics Division of the Ministry of Labor and Social Protection of the Population. Beginning in 2019, he continued his career as a leading consultant in the Innovative Solutions Sector of the Ministry’s Strategic Planning and Innovations Department.

In October 2023, Tural Gulahmadov was appointed Deputy Head of the DOST Services Department of the DOST Agency, a position he held until March 2024. On March 1, under the order signed by Chairman of the Board Farid Mammadov, he was appointed Head of the Internal Control and Audit Department of the Agency.

The Department of Finance and Accounting is responsible for the Agency's fiscal policy, financial strategy and its financial stability, research on financial, and economic activities and other activities in this area.

The director of the department is Arif Atakhanli. 

The Procurement and Supply Department works on developing the agency's tender and contracting policies and strategies, as well as strengthening the logistics of the agency and DOST centers.

The Department of Human Resource Management is responsible for the management of human resources as well as volunteer activities.

The director of the department is Leyla Huseynova.

The Department of International Relations and Projects provides management of the agency's strategic planning process, the development of road maps, improvement concepts and action plans, and the preparation of programs and projects with international and local organizations and agencies for the agency's activities.

The Department of Strategic Planning, Data Management and Analysis is responsible for maintaining and improving the electronic register of services, conducting statistical reporting and analysis of data, monitoring and recording, preparing analytical periodic reports and other activities in accordance with the approved activity strategy and work plan.

The director of the department is Shahin Zulfugarov.

The Services Department provides the implementation of common and coordinated form of services at DOST centers through a “single window” system.

The director of the department is Gunduz Mekhtiyev.

The Department of Public Relations and Communication works to ensure the use of information resources for the purposes of the agency, the development and implementation of proper, operative and transparent communication plans between individuals and legal entities, as well as internal communication between structural units.

The director of the department is Shahin Aliyev.

The Department of Legal Affairs, Office Management, and Administrative Governance implements organizational and supervisory measures in the areas of legal support for the Agency’s activities, office management, security, and the organization of internal investigations.

The director of the Department is Ilkin Zarbalıyev.

The Department of Quality Management and Service Monitoring carries out activities aimed at establishing a quality management system within the Agency, ensuring internal evaluations and inspections in accordance with this system, implementing OHS (Occupational Health and Safety) standards, exploring opportunities for applying digital, automation, and artificial intelligence solutions in the Agency’s operations, providing relevant proposals, and conducting monitoring related to the services provided in the “DOST” centers.

The director of the department is Elchin Hasanov.

"DOST Job Center" established by the public legal entity "Sustainable and Operational Social Provision Agency" under the Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan is a Limited Liability Company operating in the field of implementation of state policy and regulation related to the provision of services in the form prescribed by the Law of the Republic of Azerbaijan financing of salaries, provision of social services through the organization of public works, ecological rehabilitation of territories (landscaping in public places, laying of forest strips, maintenance of parks and public places), repair, restoration, landscaping and housing and communal services, etc. 

The director of the DOST Job Center is Firudin Jabrailov.

The opening of the DOST Center for Inclusive Development and Creativity took place on October 22, 2021 with the participation of President of the Republic of Azerbaijan Ilham Aliyev and First Vice President Mehriban Aliyeva.

The main goal of the Broad Profile Center is to help identify and develop the creative potential, talents and other skills of people from socially vulnerable groups.

During the trainings held at the DOST Center for Inclusive Development and Creativity, which receives about 140 people in two shifts a day, people with disabilities, including those with war-related disabilities and their children, martyrs' families, orphans and children deprived of parental care and low-income families can receive training. Currently, the Center has 12 areas of activity (floristics, gardening and landscape design; Art carving; Carpet weaving, weaving and embroidery; Tailoring, fashion design; Photography; Music; Pottery; Fine arts; Dance; Performing arts, acting; Audio-recording; media direction; Culinary, waiter work) trainings are held.

Also, during the trainings, the trainees are involved in social pedagogical and psychological support programs by the multidisciplinary group established at the Center.

DOST Center for Digital Innovations is Limited Liability Company, a subsidiary of the Sustainable and Operational Social Provision Agency, was established by Decision No. 4 of the Supervisory Board of DOST Agency dated December 17, 2021.

The Company is responsible for the unified management of information and communication issues of the Ministry of Labor and Social Protection (hereinafter - the Ministry) and non-subordinate bodies, the definition of the Ministry's information technology policy, the integration of governmental and non-governmental organizations with information databases. , works to ensure the organization and sustainability of e-services, support and development of information systems, ensuring the efficient and secure operation of information systems and improving the management system in this area.

The director of the Center is Kenan Akparov.

"DOST Infrastructure Center" Limited Liability Company, subsidiary organization of the Sustainable and Operative Social Provision Agency, was established by the decision No. 2 of the Supervisory Board of the DOST Agency dated June 24, 2022.

Ensuring the construction of administrative buildings of the institutions included in the structure of the Ministry of Society, Labor and Social Protection of the Population and subordinate institutions not included in the structure, preliminary design in this direction, control over the preparation of project-estimate documents, obtaining necessary opinions, organizing and controlling coordination with contractor organizations involved in the construction process , in general, fulfills important tasks such as organizing the timely completion of works in accordance with the construction plan and the commissioning of new administrative buildings that have been completed.

The director of DOST Infrastructure Center is Azer Mammadov.

DOST Call Center 142 ensures that the appeals of the citizens are answered directly and that complaints (applications, proposals, information) are sent directly to the relevant structural unit to be investigated and answered.
