Azer Aliyev was born in 1977 in Moscow. He graduated from the Moscow State Law Academy (MSLA) with a degree in law. In 2000, he studied English for 6 months at the University of Colorado, USA. In 2001-2003, he obtained a master's degree at the French Institute of Petroleum in Ruel-Melmezon, France.
He started his career in 1998 as a junior specialist in the Legal Department for Foreign Investment Management of the State Oil Company of the Republic of Azerbaijan. Later, he worked as a project coordinator for oil transportation to "Texaco" American Oil Company, in 2003-2006 he worked as an engineer in the field of oil transportation at the Baku representative office of French "Total" Oil Company.
In 2006, he was appointed as the general director of "Qafqaz" Insurance Company. At the beginning of 2008, after the merger of "Qafqaz" Insurance Company and "Ateshgah" Insurance Company, he became the chairman of the Board of Directors of "Ateshgah" Insurance Company. In 2010-2012, he worked as the chairman of "Association of Azerbaijan Insurers".
In 2015-2016, he was the assistant to the head of department (1st grade civil servant) in the "Icherisheher" State Historical-Architectural Reserve Department under the Cabinet of Ministers of the Republic of Azerbaijan, in 2016-2017 he was the president of the "Inter" Professional Sports Club, in 2017-2022 worked the Chairman of the Management Board of the "Ateshgah" Insurance Company, the Chairman of the Supervisory Board of "Azerbaijan Insurers Association" and the Deputy Chairman of the Board of Trustees of the Compulsory Insurance Bureau.
On January 10, 2023, he was appointed as an advisor to the Chairman of the Board of the Sustainable and Operative Social Provision Agency (DOST).

Studied at the Academy of Management of Vienna University of Economics in Austria between 2012-2014.
Has worked in various government agencies, including central executive bodies, in the private sector, as well as in expert and managerial positions in well-known foreign companies, expert, project coordinator and project manager for a number of international projects.
On December 13, 2018, was appointed a chairman of the Board of the Sustainable and Operational Social Provision Agency.

Nazila Akif gizi Hashimzade was born in 1967 in the city of Baku. In 1989 she graduated from the Faculty of Mathematics of the Azerbaijan State University. In 1991, she continued her education at the postgraduate level of the Institute of Mathematics and Mechanics of the Azerbaijan National Academy of Sciences. In 1995, she wrote a dissertation on "Singular Integrals in a Borderless Space."
In 1989-1991, she worked as an engineer at the Caspian Scientific Center of the Azerbaijan National Academy of Sciences. In 1996-1999 she was a researcher at the Institute of Mathematics and Mechanics of the Azerbaijan National Academy of Sciences. In 1999-2019 she worked in the R.I.S.K. Tural Mailov was born in 1985 in Baku. He completed his secondary education in Battle Creek, Michigan, USA. Later he graduated from Western University with a degree in "International Law".
He started his professional career in 2008 as a research analyst at Kazimir Partners Azerbaijan LLC, where he eventually rose to the position of Executive Director. He later went on to lead Caspian Financial. In the following years, he held executive roles at several prestigious companies operating in the United Arab Emirates and various European countries. In addition to his business ventures, he also led an international media organization based in Europe.
Tural Mailov has also been a member with accreditation licenses from the Securities Commission and the Baku Stock Exchange. He achieved the highest score in the certification exam organized by the Securities Commission, earning him the status of a certified expert.
The Department of International Relations, Proqrams and Projects provides management of the agency's strategic planning process, the development of road maps, improvement concepts and action plans, and the preparation of programs and projects with international and local organizations and agencies for the agency's activities.

The opening of the DOST Center for Inclusive Development and Creativity took place on October 22, 2021 with the participation of President of the Republic of Azerbaijan Ilham Aliyev and First Vice President Mehriban Aliyeva.
The main goal of the Broad Profile Center is to help identify and develop the creative potential, talents and other skills of people from socially vulnerable groups.
During the trainings held at the DOST Center for Inclusive Development and Creativity, which receives about 140 people in two shifts a day, people with disabilities, including those with war-related disabilities and their children, martyrs' families, orphans and children deprived of parental care and low-income families can receive training. Currently, the Center has 12 areas of activity (floristics, gardening and landscape design; Art carving; Carpet weaving, weaving and embroidery; Tailoring, fashion design; Photography; Music; Pottery; Fine arts; Dance; Performing arts, acting; Audio-recording; media direction; Culinary, waiter work) trainings are held.
Also, during the trainings, the trainees are involved in social pedagogical and psychological support programs by the multidisciplinary group established at the Center.
DOST Center for Digital Innovations is Limited Liability Company, a subsidiary of the Sustainable and Operational Social Provision Agency, was established by Decision No. 4 of the Supervisory Board of DOST Agency dated December 17, 2021.
The Company is responsible for the unified management of information and communication issues of the Ministry of Labor and Social Protection (hereinafter - the Ministry) and non-subordinate bodies, the definition of the Ministry's information technology policy, the integration of governmental and non-governmental organizations with information databases. , works to ensure the organization and sustainability of e-services, support and development of information systems, ensuring the efficient and secure operation of information systems and improving the management system in this area.
