Born in 1977 in Baku.
In 1997, graduated with honors from the University of Azerbaijan with a bachelor's degree in Banking, and in 1999, obtained a master’s degree in International Economic Relations from the same university.
Between 2012 and 2014, studied at the Academy of Management of the Vienna University of Economics and Business in Austria, specializing in Project and Process Management.
Has held expert and managerial positions in various government institutions, including central executive bodies, as well as in the private sector and well-known international companies. Also served as an expert, coordinator, and manager for several international projects.
On December 13, 2018, was appointed Chairman of the Board of the Sustainable and Operational Social Provision Agency (DOST).
