Who are the martyrs and their family members?

According to Article 1 of the Law of the Republic of Azerbaijan "On Perpetuation of the Martyr's Name and Benefits to the Martyr's Families", a martyr is a person who died for the sake of the freedom, sovereignty and territorial integrity of the Republic of Azerbaijan, who went missing in connection with a military operation and is considered dead in accordance with the legislation.


According to the legislation in force, the following persons are considered members of the martyr's family:

  • spouse;
  • parents;
  • children up to 18 years old (up to 23 years old in case of full-time education);
  • children with disabilities over the age of 18 whose disability has been determined before reaching the age of 18;
  • brothers and sisters who are brought up in orphanages until they reach the age of 18 (up to 23 in case of full-time education);
  • grandparents in the absence of a legal guardian;
  • persons with vocational education, secondary specialized education and those studying in higher educational institutions until they graduate from those educational institutions, but at most until they reach the age of 23


    The following are considered martyrs:

  • Those who died as a result of tragic events in Baku city, Lankaran and Neftchala regions in January 1990;

  • Persons killed in the plane crash in Leninakan on December 11, 1988;

  • Citizens who died as a result of illegal actions or maneuvers of the Soviet Army in the period from 1988 to January 1990 in the Republic of Azerbaijan;

  • Civilians killed and missing as a result of Armenian aggression in the border regions with Armenia and Karabakh, as well as Armenian military provocation (attack, strike) in other areas of the country;

  • Military personnel killed and missing during military operations for the territorial integrity of the Republic of Azerbaijan;

  • In other events determined by the legislation of the Republic of Azerbaijan in connection with the freedom, sovereignty and territorial integrity of the Republic of Azerbaijan, including military units in combat conditions during a ceasefire or internal affairs, state security and foreign intelligence agencies, as well as the Security Service of the President of the Republic of Azerbaijan, Special Communications and Persons killed, missing and considered dead according to the court's decision during the performance of their military duties in the State Information Security Service, the State Agency for the Protection of Strategic Objects, or during the performance of tasks related to combat security;

  • Military servicemen who died or went missing during the performance of their duties for the protection of the state border of the Republic of Azerbaijan.
