Central Coordination Units

“Central Coordination Units for Appeals of Families of Martyrs, War-Induced Military Servicemen and Persons with Disabilities” improving the quality of services provided to family members of martyrs, servicemen injured in the war and persons with disabilities in labor, employment, social protection, medical and social expertise, rehabilitation, treatment, examination, as well as other areas, ensuring citizen satisfaction, the activities of government agencies was established by the Decree of the President of the Republic of Azerbaijan No. 1380 dated June 25, 2021 in order to increase efficiency, transparency, as well as to ensure the urgent and efficient implementation of services from a single space. The activity of the central coordination units is initially carried out in the “DOST” centers of the Sustainable and Operative Social Provision Agency under the Ministry of Labor and Social Protection of the Republic of Azerbaijan and then depending on the number of appeals in administrative buildings of the ministry in other administrative territorial units.

According to the "Rules for the provision of services in the central coordination units on appeals of members of the families of martyrs, War-Induced Military Servicemen and Persons with Disabilities" approved by the Decree, the service delivery in the central coordination units is based on the principles of efficiency, citizen satisfaction, transparency, courtesy, responsibility and convenience. The Ministry coordinates the activities of relevant government agencies (institutions) serving in the central coordination units and monitors the implementation of appeals. According to this Regulation, services in the central coordination units are provided in the following forms:

- direct (on-site) service;

- service through call center;

- mobile service.

2.1.	Receipt of appeals for the purpose of issuing references for the status of martyr and martyr's family (in relation to officers)
2.2.	Receipt of applications for the issuance of the name and certificate of war veteran (in relation to the Azerbaijani Army)
2.3.	Receipt of applications for awarding orders and medals (in relation to the Azerbaijani Army)
2.4.	Receipt of applications for injuries, as well as for the issuance of relevant certificates required for the determination of disability
2.5.	Receipt of applications for issuance of required documents related to insurance payments
3. Ministry of Health of the Republic of Azerbaijan
3.1.	Receipt of appeals related to the provision of medical care in subordinate medical institutions
4. State Service for Mobilization and Conscription of the Republic of Azerbaijan
4.1.	issuance of a reference on military service
4.2.	Issuance of a reference on military service
4.3.	Issuance of relevant references to war veterans and martyrs' families
4.4.	issuance of a reference of military registration
5. Local executive authorities
5.1.	Receipt of applications for registration of a person with a war-related disability, a family member of a martyr in need of housing
5.2.	Receipt of applications for the maintenance of the registration of a person with a disability in connection with the war, registered as a person in need of housing, in the event of his death for his family members
5.3.	Issuance of reference confirming the family composition to the families of martyrs living in the territory, military servicemen injured in the war and persons with disabilities
5.4.	receipt of appeals on perpetuation of the name of the martyr, including naming of avenues, streets, squares and other components of the relevant territorial unit, as well as renaming of them
6. Union for Management of Medical Territorial Units
6.1.	Receipt of appeals related to health services in subordinate medical institutions
6.2.	providing information on immunoprophylaxis
6.3.	provision of information from the electronic register of medical certificates

The process of providing services in the central coordination units on the appeals of members of the families of martyrs, servicemen wounded in the war and persons with disabilities operating in the "DOST" centers is regulated and all services are certified, electronic queuing system is established to organize the service delivery and regulate the flow of citizens. Administrative and organizational issues were resolved, as well as the reception of appeals through the central coordination units was also provided through the Call Center 142. At present, a central coordination unit operates in each DOST center, thus covering Baku, Absheron region and Sumgayit. As for the regions, there are currently 6 regional focal points, which cover a total of 34 districts. The following is a list of regional central coordination units and the districts they cover:
