It is a monthly and lump sum payment for the provision of social assistance to certain categories of people.
- Citizens of the Republic of Azerbaijan;
- Stateless persons and foreigners permanently residing in the territory of the Republic of Azerbaijan (excluding lifetime benefits for civil servants), unless otherwise stipulated in the international agreements to which the Republic of Azerbaijan is a party
Persons with disabilities, including children with disabilities under 18 years of age, persons who have reached the age limit specified in Clauses 7 and 8 of the Law of the Republic of Azerbaijan “On Labor Pensions”, persons who have not reached 18 years of age (full-time students until graduation, but not older than 23 years) or children with disabilities over 18 years of age with limited health capabilities up to 18 years of age.
After the right to receive social benefits is established, the structural unit of the State Social Protection Fund at the place of residence, the "DOST" center or "Single coordination centers for appeals of family members of martyrs, servicemen and persons with disabilities" can apply.
An application for the appointment of benefits shall be considered no later than 10 (ten) days from the date of registration and a relevant decision shall be made. If a decision is made to refuse to grant benefits, the applicant shall be officially notified within 5 (five) days, indicating the reasons for the refusal. The applicant has the right to appeal this decision administratively to a higher authority (official) and the court.
Social benefits are paid for a maximum of three years from the date of application, if eligible.
In case of voluntary resignation of civil servants holding administrative and auxiliary positions in accordance with the Law of the Republic of Azerbaijan “On Civil Service” due to reaching retirement age or disability and not being entitled to minimum length of service (15 years) and labor pension
Lifetime
When a civil servant is re-employed in the civil service
The amount of the benefit shall be determined on the basis of the average monthly salary of the civil servant for the last main position, 12 calendar months preceding the month of resignation.
In this case, the benefit for a civil servant who has worked in the civil service for less than 12 calendar months shall be calculated on the basis of the full calendar months of actual service. The state salary consists of the official salary, bonuses and supplements to the official salary (benefits for the qualification level of the civil servant, length of service, etc.). The amount of the monthly benefit shall be 15% of the civil servant's salary calculated in accordance with this Regulation for the last main position of the civil servant.

If individuals do not have the right to a labor pension and do not work, they can receive social benefits (from 01.01.2020) when they reach the age limit set by Clauses 7 and 8 of the Law of the Republic of Azerbaijan “On Labor Pensions”.
Men over 63 years of age and women over 60 years of age (men's age limit from July 1, 2017 to July 1, 2021, women's age limit from July 1, 2017 to July 1, 2027 is increased every year for 6 months)
The age limit for women who have given birth to five or more children and raised them until the age of eight is reduced by 1 year per child.
By reducing the age limit for mothers raising children with disabilities up to the age of eight by 5 years
Fathers who have raised 5 or more children without remarriage due to the death of the mother or the dissolution of the marriage with the mother, or fathers who have adopted 5 or more children and raised them alone until the age of eight, as well as 5 and more with a reduction in the age of guardians who have raised more children under the age of eight by 5 years.

Note: According to the Decree of the President of the Republic of Azerbaijan No. 373 dated February 24, 2006 on the implementation of the Law of the Republic of Azerbaijan "On Social Benefits", "body (institution)" means the State Medical-Social Expertise and Rehabilitation Agency under the Ministry of Labor and Social Protection of the Republic of Azerbaijan.
For the duration of disability
When a person is entitled to a labor pension
270 AZN for persons diagnosed with a disability due to 81-100 percent impairment of body functions;
220 AZN for persons diagnosed with a disability due to 61-80 percent impairment of body functions;
150 AZN for persons diagnosed with a disability due to 31-60 percent impairment of body functions.

If a disabled person is not entitled to a labor pension (except for the case specified in Clause 14.4 of the Law of the Republic of Azerbaijan “On labor pensions”)
When one of the parents, brothers, sisters, grandparents, regardless of age and ability to work, looks after the children of the deceased under 8 years of age and does not work
To the children of the deceased persons - until the age of 18 (until the completion of education for full-time students, but not more than 23 years);
To disabled children over 18 years of age with limited health opportunities before the age of 18 - for the period of disability;
To one of the parents, siblings, grandparents of the deceased who is caring for the children of the deceased under 8 years of age and does not work (regardless of age and ability to work) - up to 8 years of age.
