Home (mobile) social services are provided in the prescribed manner to the following groups:
who do not live in the same settlement with their able-bodied relatives or legal representatives and who require social services.
Able-bodied relatives who are considered capable of providing care and assistance include: grandparents, parents, adoptive parents, siblings, spouses, children, adopted children, and grandchildren.
According to the Law of the Republic of Azerbaijan “On Social Services”, persons who have reached the age of 70 are legally recognized elderly.
Single elderly people, elderly couples, people with disabilities, and persons in the terminal (final) stage of a disease who do not live in the same settlement with able-bodied relatives or legal representatives and need social services at their place of residence may apply for home (mobile) social services. Applications are submitted to the structural units of the Agency for Social Services under the Ministry of Labor and Social Protection of the Population, DOST centers, or the Unified Coordination Centers for appeals of members of martyrs’ families, servicemen injured in the war, and persons with disabilities.
Within 10 (ten) working days from the date of receipt of an application for the provision of social services by the relevant Agency, the Center, or the Unified Coordination Centers for appeals of members of martyrs’ families, servicemen injured in the war, and persons with disabilities, the request for the service is assessed and a decision is made.
In addition, to determine the absence of relatives who can provide care and assistance to individuals, the representations of the heads of local executive authorities in administrative districts and field administrative districts, the State Population Register Service under the Ministry of Justice of the Republic of Azerbaijan (regarding parents, the individual, and children), and other relevant bodies are consulted.
If the necessary information is unavailable, an act is drawn up by the social worker on the relatives of the person, with the participation of the representatives of the heads of local executive authorities in administrative-territorial districts and sub-administrative districts, municipalities, representatives of housing estates, managers of apartment buildings, as well as neighbors..
Based on the results of the survey or the act, and an assessment of the need for social services, a report is prepared that reflects the person’s need for social services and whether there are relatives capable of providing care and assistance to the individual.
Within 5 (five) working days from the date of submission of the report by the social worker, the local institution or center shall make a decision on the provision of social services or on the refusal to provide such services.
Home (mobile) social services are provided free of charge, on a partially paid basis, or on a fully paid basis. Social services are provided free of charge, in the guaranteed volume of social services at home, to persons in difficult living conditions (families). If the volume of social services exceeds the guaranteed limit, the services are provided on a partially paid basis. If the type of social service does not belong to the guaranteed volume, it is provided on a fully paid basis. When providing partially paid or fully paid social services, a social service contract is concluded between the parties.

Spouses, parents, children, and siblings living in the same residential area are provided with social services by a social worker. Persons with disabilities are registered separately for the provision of rehabilitation services at home. Home (mobile) social services are not provided to persons with limited life activities due to socially dangerous diseases. |
