Social rehabilitation of victims of human trafficking is carried out with the aim of reintegrating them into society, restoring their normal lives, and providing legal assistance. Depending on their age, gender, and individual needs, this includes continuation of education, psychological rehabilitation and correction, medical and vocational rehabilitation, as well as opportunities for employment and housing.
To explain the existing administrative and legal procedures for the protection of the rights and interests of victims and potential victims of human trafficking, and to provide them with legal, medical, psychological, social, and other assistance, these persons are admitted to assistance centers for victims of human trafficking (hereinafter – “assistance centers”) to support their social rehabilitation, reintegration, and return to normal life.
Rehabilitation measures in the assistance centers are carried out in accordance with the individual social rehabilitation plan developed for each person admitted.
The assistance centers provide legal assistance to victims of trafficking and potential victims of trafficking to restore their rights, as well as psychological support to them and their families to help alleviate psychological trauma.
Measures are also taken for the medical and social rehabilitation of persons admitted to the centers, including the implementation of therapeutic measures aimed at restoring damaged or lost bodily functions, eliminating the consequences of illnesses and injuries, and achieving full or partial recovery of psychological, physiological, and anatomical disorders.
Victims of trafficking can be provided with vocational training and employment, as well as assistance in continuing their education.
If a person is suspected of being a victim of trafficking, they are provided with temporary shelter by the center.
The anonymity of persons admitted to the assistance centers is ensured, and they are not reported to criminal prosecution bodies, other state authorities, or any legal entity or individual, regardless of organizational or legal form, without their consent.
When children are victims of trafficking, assistance centers shall immediately notify the guardianship authority and the Commission for Minors' Affairs and Protection of Their Rights.
Currently, there is a Center for Assistance to Victims of Trafficking under the Social Services Agency of the Ministry of Labor and Social Protection of the Population, which organizes the social rehabilitation of victims and potential victims of trafficking.
All services provided by assistance centers are free of charge.
Victims of domestic violence (hereinafter – victims) are admitted to assistance centers for the provision of socio-psychological, legal, medical, psychological, and social counseling services.
At the request (consent) of the victim, the assistance centers provide the necessary support, including temporary shelter, clothing, and food, as well as forwarding information to the relevant executive authority to facilitate psychological rehabilitation and correction.
The activities of the assistance centers include providing psychological and legal assistance to victims, implementing treatment measures aimed at restoring damaged or lost functions, and ensuring the full or partial recovery of psychological, physiological, and anatomical disorders caused by violent injuries.
The assistance centers also help victims find employment and acquire new professional skills. At the same time, they provide support in preparing the necessary documents for social protection and obtaining social benefits.
The activities of the assistance centers also include providing temporary shelter to victims and implementing measures to restore a normal life in their families.
Rehabilitation measures in the assistance centers are carried out in accordance with the individual social rehabilitation plan developed for each admitted person.
All services provided by the assistance centers are free of charge.

Affected children are provided with shelter in relief centers for up to 3 (three) months, and other victims for up to 2 (two) months, based on a referral from the prosecuting authority or the body handling complaints of domestic violence. Shelter is provided with the consent of the victim or their legal representative. When a child is placed in a shelter, the presence of a person representing their rights and interests is also ensured. The opinion of children older than 10 (ten) years is studied and taken into account. Assistance centers shall immediately notify the guardianship and trusteeship authority of the area where the assistance center is located, the Commission for Minors' Affairs and Protection of Their Rights, and the State Committee for Family, Women, and Children’s Affairs of the Republic of Azerbaijan. Children are also provided with shelter in the assistance centers. Depending on the best interests of the child, they may be placed in the shelter with their parents (except in cases where the child is suspected of domestic violence by the parents) or with other individuals who have a positive effect on the child’s psychological well-being. In the shelter, children have the opportunity to continue their education and to communicate with their parents (except in cases where the child is suspected of being subjected to domestic violence by their parents). Victims of domestic violence who are provided with shelter in the assistance centers have the opportunity to make phone calls and use the services of an interpreter. Special areas are allocated in these centers for confidential conversations. The assistance centers ensure decent living conditions for the victims and protect their life, health, rights, freedoms, and safety. The assistance centers operate a telephone helpline 24 hours a day, 7 days a week. Persons who intentionally violate the rules of internal discipline in the assistance centers may be removed from the shelter by the center’s management ahead of schedule. |
