What is the state compulsory personal insurance?

This is a system of relations aimed at compulsory life and health insurance of citizens, in accordance with applicable law.

Who is eligible for state compulsory personal insurance payments?

• Military personnel
• Employees of the judiciary and law enforcement agencies
• Deputies of the Milli Majlis
• Employees of the diplomatic service working in diplomatic missions and consulates of the Republic of Azerbaijan, and persons performing administrative and technical service.

Who has right for insurance payments?

MPs of the Milli Majlis of the Republic of Azerbaijan, judges, military personnel of the Armed Forces, state security agencies, foreign intelligence, subjects of intelligence and counterintelligence activities of the Republic of Azerbaijan, as well as in other state bodies (institutions that are part of state bodies), persons who are in military service or at training camps , employees of the prosecutor's office, investigators, persons serving in the bodies of justice, bodies of the migration service, carrying out inquiries, carrying out operational search activities, as well as persons involved in the elimination of the consequences of emergency situations, ensuring the protection of public order, organizing the work of the customs service, employees of the diplomatic service serving in the diplomatic missions and consulates of the Republic of Azerbaijan, and carrying out administrative and technical service there, and their heirs are entitled to receive insurance payments.

 

What institutions are understood as insurance institutions?

Ministry of Defense;
Ministry of the Internal Affair;
Ministry of Foreign Affairs;
Ministry of Justice;
Ministry of Emergency Situations;
Ministry of Economics;
State Security Service;
Foreign Intelligence Service;
State Border Service;
Security Service of the President;
State Special Service for Communications and Information Protection;
State Agency for the Protection of Strategic Objects;
State service of mobilization and conscription;
State Migration Service;
State Customs Committee;
Prosecutor General's Office;
Parliament of the country;
Courts of the Azerbaijan Republic.

 

Applications for state compulsory personal insurance are accepted at the following institutions:

At the reception department of the State Social Protection Fund (SFSP);
In the regional territorial offices of the SSPF;
In the representative offices of the SSPF services;
At the DOST centers;
Insured persons whose information must remain confidential and their heirs contact SFSP directly.

Where can the insured persons who continue their activities outside the Republic of Azerbaijan apply?

Insured persons who continue their activity outside the Republic of Azerbaijan should apply to the Department of the Ministry of Internal Affairs through the diplomatic missions or consulates of the Republic of Azerbaijan in which they are registered with the consular office.

 

How many days in advance is the applicant notified of the execution of the state compulsory personal insurance payment?

The notification is sent to the applicant within 5 (five) business days.

 

In what form is the state payment for compulsory personal insurance made?

The insurance payment is transferred to the bank account of the person in a non-cash manner, about which the insured (recipient) is informed via SMS.

 

How is the insurance payment made if the policyholder does not submit a report to the insurer?

In cases where the policyholder does not submit a report to the insurer, the insurance payment is paid on the basis of the policyholder's certificate that the policyholder is considered insured for this policyholder, and information about this is reflected in the report submitted by the policyholder in the next quarter.

 

In what form is the insurance payment paid in the event of a new insured event?

When a new insured event occurs in connection with an insured event for which an insurance payment was made, the corresponding insurance payment is paid taking into account the previously paid amount.

 

How much insurance is paid to military personnel?

The servicemen are insured for the amount of 11,000 manats.

Insured events for which this insurance payment is calculated on the basis of the relevant percentages of the specified sum insured are the following:

- in case of death (death) - 100 percent;
- when recognized as dead by a court decision, due to the status of a missing person - 100 percent;
- in case of death within three years after dismissal from service due to an injury or illness received during the service - 100 percent;
- body disfunction by 81-100 percent - 80 percent;
- body disfunction by 61-80 percent - 60 percent;
- body disfunctions by 31-60 percent - 40 percent;
- in case of serious bodily injuries (wound, trauma, contusion) - 25 percent;
- with medium bodily injuries (wound, trauma, contusion) - 15 percent;
- in case of minor bodily injuries (wound, trauma, contusion) - 5 percent.

 

How much is insurance paid to employees of the judiciary and law enforcement agencies?


Employees of judicial and law enforcement agencies are insured in the amount of wages for 5 years.

Insured events for which this insurance payment is calculated on the basis of the relevant percentages of the specified sum insured are the following:

- in case of death - 100 percent;

- in case of death within three terms after dismissal from service due to injury or illness received during the service - 100 percent;

- body disfunction by 81-100 percent - 80 percent;

- body disfunctions by 61-80 percent - 60 percent;

- body disfunctions by 31-60 percent - 40 percent;

- in case of serious bodily injuries (wound, trauma, contusion) - 20 percent;

- with medium bodily injuries (wound, trauma, contusion) - 15 percent;

- for minor bodily injuries (wound, trauma, contusion) - 10 percent.

 

How much insurance is paid to deputies of the Milli Majlis (Parliament)?


By law, each deputy is insured for the amount of his 5-year official salary.

Insured events for which this insurance payment is calculated on the basis of the relevant percentages of the specified sum insured are the following:

- in case of death (death) - 100 percent;

- due to an injury received during the deputy term, and further

in case of death from it, within 3 years after the expiration of the term - 100 percent;

- body disfunction by 81-100 percent - 80 percent;

- body disfunction by 61-80 percent - 60 percent;

- body disfunction by 31-60 percent - 40 percent;

- in case of serious bodily injuries (wound, trauma, contusion) - 20 percent;

- with medium bodily injuries (wound, trauma, contusion) - 10 percent;

- in case of minor bodily injuries (wound, trauma, contusion) - 5 percent.

 

What sum insured is paid to employees of the diplomatic service serving in diplomatic missions and consulates, and to persons performing administrative and technical service?


The head of the diplomatic mission of the Republic of Azerbaijan is insured for the amount of 11,000 manats, persons holding other diplomatic positions are insured for the amount of 6,600 manats, and persons performing administrative and technical services are insured for the amount of 4,400 manats.

Insured events for which this insurance payment is calculated on the basis of the relevant percentages of the specified sum insured are the following.

- death - 100 percent;

- body disfunction by 81-100 percent - 80 percent;

- body disfunction by 61-80 percent - 60 percent;

- body disfunction by 31-60 percent - 40 percent;

- in case of serious bodily injuries (wound, trauma, contusion) - 20 percent;

- with medium bodily injuries (wound, trauma, contusion) - 15 percent;

- for minor bodily injuries (wound, trauma, contusion) - 10 percent.

 

How are the types of severe, medium, and light bodily injuries determined?


Types of grave, medium and light injuries are determined according to the list approved by the body (institution) determined by the relevant executive authority.

What to do in cases when documents cannot be obtained from electronic information resources (databases, information retrieval systems, registers and other information resources) of the relevant state bodies (institutions)?

These documents are submitted by the applicant on paper.

 

You need to know
The date of the document confirming the occurrence of a situation that can be considered an insured event and imply an insurance payment to persons entitled to receive insurance payments under the state compulsory personal insurance (Except for insurance payments made by the State Insurance Commercial Company of the Republic of Azerbaijan before January 1, 2022), must be after December 31, 2020. From January 1, 2022, the SSPF ensures their implementation at the expense of insurance funds formed in the SSPF for state compulsory personal insurance.
