
As the next step in establishing the DOST services network in the liberated territories, the DOST center of the Karabakh Regional DOST Center has officially started operations in Fuzuli city.
Minister of Labor and Social Protection of the Population Anar Aliyev, the Special Representative of the President of the Republic of Azerbaijan for the Agdam, Fuzuli, and Khojavand districts Emin Huseynov, and the First Deputy Chairman of the Board of the Small and Medium Business Development Agency (SMBDA) Samir Humbatov inspected the facilities of the new center and the service delivery process. Chairman of the Board of the DOST Agency Farid Mammadov provided information about the center.
Anar Aliyev emphasized that the DOST concept is one of the major achievements of the social reforms carried out in recent years in line with the instructions of President Ilham Aliyev. He noted that, based on the DOST model initiated by First Vice-President Mehriban Aliyeva, state social services in Fuzuli are now provided through a “one-stop shop” approach—modern, efficient, transparent, and oriented toward citizen satisfaction.
The Minister gave instructions to ensure the provision of high-quality services at the new DOST center, as well as the enrollment of residents applying for employment into active employment programs.
In line with the Great Return Program, consistent work is being carried out to ensure that people returning to their ancestral homes have access to DOST services. Notably, in 2022, a “Smart DOST” center was opened in Aghali village of Zangilan; in 2023, the Karabakh Regional DOST Center was established to serve residents of 10 districts and cities (Barda, Tartar, Agjabadi, Agdam, Fuzuli, Khojaly, Shusha, Khojavand, Agdere, and Khankendi); in 2024, a branch of this center was opened in Shusha; and in August of this year, a DOST center opened in Kalbajar.
The opening of the Fuzuli DOST center represents the next step in this direction. The center has been designed in a modern style, incorporating mobility and flexibility features.
The center will also provide employment services and support for the development of small and medium-sized businesses through SMBDA. It is planned to serve an average of 120 citizens daily. Of the 160 services provided by the DOST Agency, 125 will be available to residents of Fuzuli.
