Minister Anar Aliyev spoke at the session of the International Labour Conference

Within the framework of the session, a meeting was held with the Director-General of the International Labour Organization.

The 114th session of the International Labour Conference is taking place in Geneva, Switzerland, with the participation of government representatives and social partners from ILO member states.

Speaking at the session, the head of the Azerbaijani delegation and Minister of Labour and Social Protection of the Population, Anar Aliyev, noted that the expansion of digital solutions and the effective use of artificial intelligence are among Azerbaijan’s key priorities, and highlighted the work carried out in this direction. He emphasized the successes of social reforms implemented in Azerbaijan in recent years under the instructions of President Ilham Aliyev, as well as the significant increase in social benefits and the number of employment contracts.

The Minister stated that more than 90% of 150 services in the fields of labour, employment, and social protection in Azerbaijan have been digitized, and more than 50 are provided proactively. The “Labour and Employment” subsystem serves as a unified digital platform for labour relations and also enables electronic auditing of compliance with labour legislation. 97% of active employment contracts are concluded electronically through this e-system.

Anar Aliyev also highlighted the advantages and achievements of the DOST concept. He noted that Azerbaijan has already acceded to 60 ILO conventions, and the ratification of 4 more conventions is under consideration. He also spoke about recent amendments to labour legislation in line with international standards and highlighted that Azerbaijan hosted major international events such as COP29 in 2024 and the 13th session of the World Urban Forum (WUF13) this year, confirming the country’s active role in shaping the global agenda on climate, urbanization, and the future of work.

Anar Aliyev stated that two Decent Work Country Programmes have been successfully implemented between Azerbaijan and the ILO, and that a new programme covering 2025–2029 was signed at the end of last year. He also emphasized large-scale reconstruction and development works in the liberated territories and the efforts to ensure decent settlement, employment, and economic activity for residents resettled to their native lands.

Within the framework of the session, Anar Aliyev also met with ILO Director-General Gilbert Houngbo. The meeting highlighted effective cooperation between the ILO and Azerbaijan, including the wide application of digital solutions in labour relations and gender-related reforms in labour legislation in recent years. Issues related to the ratification of new ILO instruments and future cooperation were also discussed.
