“SOCGOV 2026” will serve as an important platform for advancing social services through digital analytics, implementing smart governance models, and exchanging leading international practices in this field.
This was stated by Farid Mammadov, Chairman of the Board of the DOST Agency under the Ministry of Labor and Social Protection of the Population, at a press conference held at the Agency ahead of the “SOCGOV 2026” International Forum, scheduled to take place in Khankendi on October 23.
It was noted that the forum, dedicated to the theme “Digital Analytics for Smart Governance,” will bring together local and international experts. The event aims to assess the prospects for applying artificial intelligence and digital analytics in social services and identify innovative solutions to establish a more accessible, responsive, and transparent model of interaction between the state and citizens.
Representatives from more than 10 countries are expected to attend the forum, which is included in the official calendar of prominent organizations such as the International Social Security Association (ISSA).
It was emphasized that selecting Khankendi as the venue carries symbolic significance and provides an important opportunity to showcase the new life taking shape in the liberated territories and the smart city concept.
Farid Mammadov stated that TEDx-style debates and discussions in thematic working groups would be organized as part of the event. Key topics will include digital analytics, the application of artificial intelligence in social services, ethical governance, and data-driven decision-making.
The forum will also host the awards ceremony for the winners of the “AI4DOST Social Award,” an international competition promoting innovative AI-powered solutions in social services. Submissions include startups developing AI solutions for the social sector, projects recognized for social volunteering and civic engagement, research making scientific contributions to the field, and social initiatives creating a meaningful impact at the regional level.
Individual awards will also be presented in the categories of Young Social Innovator of the Year, Leader of Social Transformation, and Sustained Contribution to the Social Sector.
The press conference concluded with a question-and-answer session with media representatives.
