Specialized social service institutions for persons with disabilities—regardless of race, ethnicity, religion, language, sex, or origin—are stationary facilities designed to provide social services to individuals over the age of 18 who do not have legal representatives. These institutions care for and assist persons with mental or intellectual disabilities, as well as carry out their social rehabilitation and habilitation. The facilities operate under the Agency for Social Services of the Ministry of Labor and Social Protection of the Population.
Relatives who are able to provide care and assistance to a person include able-bodied grandparents, parents, adoptive parents, siblings, spouses, children, adopted children, and grandchildren.
Currently, there are 4 specialized social service institutions for people with disabilities:

The following persons with disabilities, due to mental and mild intellectual disorders, are admitted to the institution:
Persons who have become disabled during the defense of the territorial integrity, independence, and constitutional order of the Republic of Azerbaijan and their family members are given priority in admission to the institution.
Applications from persons themselves or from their relatives, legal representatives (guardians, trustees), municipalities, non-governmental organizations, as well as other persons with the consent of the applicants, may be submitted to the Agency for Social Services or to “DOST” centers under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan.
This application must also include information confirming the absence of close relatives who can take care of them—siblings, spouses, children, adopted children, and grandchildren.

Persons with disabilities employed in enterprises may leave the enterprise in the following cases:

Admission of persons with disabilities due to old age to social service institutions
Specialized social service institutions for the elderly provide social services to persons of retirement age, regardless of race, ethnicity, religion, language, sex, or origin, as well as to those who are self-sufficient or have able-bodied relatives or legal representatives who can provide care and assistance. These institutions also ensure the social rehabilitation of such individuals and are stationary social service institutions designed for this purpose.
At present, there is a specialized enterprise under the Agency for Social Services of the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan serving this category of persons — the Social Service Enterprise for the Elderly.

The institution admits persons who have completely or partially lost the ability to care for themselves, who do not have any mental disorder, mental disability, or infectious disease that could endanger the life or health of other residents, as well as retirees without able-bodied relatives or legal representatives.
Priority admission is given to participants of the Great Patriotic War of 1941–1945, persons disabled while defending the territorial integrity, independence, and constitutional order of the Republic of Azerbaijan, and members of martyrs’ families.
Application of persons or their relatives, legal representatives (guardians, trustees), municipalities, non-governmental organizations, as well as other persons with the consent of these persons to the Agency for Social Services or "DOST" centers under the Ministry of Labor and Social Protection of the Republic of Azerbaijan this application must also include information on the absence of close relatives who can take care of them - siblings, sisters, spouses, children, adopted children and grandchildren).
