Admission of persons with disabilities to social service institutions

General information about enterprises

Specialized social service institutions for persons with disabilities—regardless of race, ethnicity, religion, language, sex, or origin—are stationary facilities designed to provide social services to individuals over the age of 18 who do not have legal representatives. These institutions care for and assist persons with mental or intellectual disabilities, as well as carry out their social rehabilitation and habilitation. The facilities operate under the Agency for Social Services of the Ministry of Labor and Social Protection of the Population.

Relatives who are able to provide care and assistance to a person include able-bodied grandparents, parents, adoptive parents, siblings, spouses, children, adopted children, and grandchildren.

Who are admitted to enterprises?

The following persons with disabilities, due to mental and mild intellectual disorders, are admitted to the institution:

• Persons with disabilities resulting from traumatic brain injury;
• Persons with disabilities resulting from cerebral infections and other diseases (such as encephalitis, tuberculous meningitis, meningoencephalitis, cerebral syphilis, etc.);
• Patients with schizophrenia accompanied by psychotic symptoms;
• Persons with epilepsy who experience seizures fewer than five times a month;
• Persons with disabilities resulting from chronic alcoholism.

Persons who have become disabled during the defense of the territorial integrity, independence, and constitutional order of the Republic of Azerbaijan and their family members are given priority in admission to the institution.

The following persons are not admitted to enterprises:

• Persons with frequent exacerbations of the disease, periodic decompensation, and behavioral disorders requiring treatment in special inpatient facilities (such as suicide attempts, aggression, sadism, hypersexuality, pyromania, dromomania, refusal to eat, etc.);
• Persons with epilepsy accompanied by serial seizures, status epilepticus, or convulsions occurring more than five times a month, as well as those prone to twilight states of consciousness and dysphoria;
• Persons in the acute stage of chronic alcoholism or any type of drug addiction;
• Individuals with psychopathology, including paranoid, affective, explosive, and hysterical psychopathy syndromes;
• Persons with infectious diseases.

What is the procedure for admission to enterprises?

Applications from persons themselves or from their relatives, legal representatives (guardians, trustees), municipalities, non-governmental organizations, as well as other persons with the consent of the applicants, may be submitted to the Agency for Social Services or to “DOST” centers under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan.
This application must also include information confirming the absence of close relatives who can take care of them—siblings, spouses, children, adopted children, and grandchildren.

To leave enterprises

Persons with disabilities employed in enterprises may leave the enterprise in the following cases:

• In the event of a change in the health of a person with a disability that prevents him or her from being kept in the institution (in which case they are removed from the institution and sent to the appropriate treatment and prevention facilities);
• After the close relatives of the disabled person have submitted a written application for his or her release from the institution.

Note: Persons leaving the enterprises permanently are provided with an identity document and a reference indicating the date of their residence in the enterprise.

 Services provided in enterprises

The following social services are provided to persons with disabilities in enterprises:

• Providing individuals with clothing, footwear, and bedding in accordance with the norms established by law;
• Development of an agreed individual rehabilitation program for each person for the purpose of organizing social rehabilitation of individuals, and implementation of social rehabilitation and habilitation of individuals on the basis of this program;
• Initial medical examination of persons and provision of first aid to them;
• Ensuring that people in need of inpatient treatment are placed in appropriate treatment and prevention facilities;
• Monitoring the emotional state and behavior of individuals, and providing psychological assistance to relieve them from depression;
• Implementation of measures aimed at broadening the worldview of individuals, increasing communication skills, and developing creative activities;
• Protecting the rights of individuals, and providing professional assistance in identifying offenders;
• Implementation of relevant measures related to the organization of cultural and leisure time for individuals;
• Organization of dental services;
• Organization of medical and social examinations;
• Assisting in sending people to sanatorium treatment according to medical instructions.

Note: The provision of bedrooms is based on age, gender, and health status.

Admission of persons with disabilities due to old age to social service institutions

General information about enterprises

Specialized social service institutions for the elderly provide social services to persons of retirement age, regardless of race, ethnicity, religion, language, sex, or origin, as well as to those who are self-sufficient or have able-bodied relatives or legal representatives who can provide care and assistance. These institutions also ensure the social rehabilitation of such individuals and are stationary social service institutions designed for this purpose.

At present, there is a specialized enterprise under the Agency for Social Services of the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan serving this category of persons — the Social Service Enterprise for the Elderly.

Who is admitted to the enterprise?

The institution admits persons who have completely or partially lost the ability to care for themselves, who do not have any mental disorder, mental disability, or infectious disease that could endanger the life or health of other residents, as well as retirees without able-bodied relatives or legal representatives.

Priority admission is given to participants of the Great Patriotic War of 1941–1945, persons disabled while defending the territorial integrity, independence, and constitutional order of the Republic of Azerbaijan, and members of martyrs’ families.

Applying for admission to the institution

Application of persons or their relatives, legal representatives (guardians, trustees), municipalities, non-governmental organizations, as well as other persons with the consent of these persons to the Agency for Social Services or "DOST" centers under the Ministry of Labor and Social Protection of the Republic of Azerbaijan this application must also include information on the absence of close relatives who can take care of them - siblings, sisters, spouses, children, adopted children and grandchildren).

To leave the enterprise

Persons hired at the enterprise may leave the enterprise in the following cases:

• In the event of a change in the person’s health that prevents his/her continued stay in the institution (in this case, they are removed from the institution and sent to the appropriate treatment and prevention facilities);
• When a person files an application for dismissal.

Note: Persons leaving the enterprise permanently are provided with an identity document and a certificate of their stay in the enterprise.

Services provided in the enterprise

The following services are provided to persons admitted to the enterprise:

• Providing people with healthy and quality food;
• Providing individuals with clothing, footwear, and bedding in accordance with the norms established by law;
• Development of an agreed individual rehabilitation program for each person for the purpose of organizing social rehabilitation of individuals and implementing social rehabilitation and habilitation based on this program;
• Preliminary assessment of personal needs, psychological and emotional state;
• Providing psycho-social support and counseling to monitor the emotional state of individuals, eliminate psychological trauma, restore their social status, and ensure their social adaptation and integration into society;
• Initial medical examination of persons and provision of first aid to them;
• Ensuring that people in need of inpatient treatment are placed in appropriate treatment and prevention facilities;
• Conducting entertaining games, competitions, excursions, walks, concerts, theater performances, and museum visits to effectively and meaningfully organize people’s leisure time;
• Assistance in obtaining documents (identity card, property documents, documents required for employment, etc.), recovery of lost documents, as well as the receipt of pensions and other social benefits;
• Organization of dental services;
• Assistance in sending people to sanatorium-resort treatment according to medical instructions.
