The Social Services Agency, under the Ministry of Labour and Social Protection of the Population of the Republic of Azerbaijan, oversees Social Service Institutions No. 1 and No. 2 for children under 18 with disabilities.
These institutions provide stationary and semi-stationary (day-care) social services for children aged 5–18 with disabilities who are not enrolled in education. They also organize and implement social rehabilitation programs to support the development and well-being of these children.
The institutions admit children aged 5–18 with disabilities, including those with mental or mild intellectual impairments, who are unable to participate in formal education.
Admission is carried out based on an application submitted to the Social Services Agency under the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan, to “DOST” centers, or to the “Unified Coordination Centers for Applications of Family Members of Martyrs, Military Servicemen Injured in Connection with War, and Persons with Disabilities.”
Applications may be submitted by the child’s parents or other legal representatives (guardian or custodian), relatives, municipalities, non-governmental organizations, or other individuals, provided that the child gives consent.
