Admission of children with disabilities who are not involved in education to social service institutions

General Information about the Institutions

The Social Services Agency, under the Ministry of Labour and Social Protection of the Population of the Republic of Azerbaijan, oversees Social Service Institutions No. 1 and No. 2 for children under 18 with disabilities.

These institutions provide stationary and semi-stationary (day-care) social services for children aged 5–18 with disabilities who are not enrolled in education. They also organize and implement social rehabilitation programs to support the development and well-being of these children.

Who Can Be Admitted to the Institutions?

The institutions admit children aged 5–18 with disabilities, including those with mental or mild intellectual impairments, who are unable to participate in formal education.

Application for Admission

Admission is carried out based on an application submitted to the Social Services Agency under the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan, to “DOST” centers, or to the “Unified Coordination Centers for Applications of Family Members of Martyrs, Military Servicemen Injured in Connection with War, and Persons with Disabilities.”

Applications may be submitted by the child’s parents or other legal representatives (guardian or custodian), relatives, municipalities, non-governmental organizations, or other individuals, provided that the child gives consent.

3	Medical Certificate (indicating the person’s current condition, confirming that they are not a carrier of infectious diseases and providing information on their mental health status);
4	Certificate on Persons Registered at the Child’s Place of Residence;
5	Two Photographs, Size 3 × 4 cm;
6	Extract from the Decision of the Medical-Social Expert Commission on the Child’s Disability (required only if this document cannot be obtained electronically from information resources).

Children admitted to the institutions may leave in the following cases:

If changes occur in the child’s health condition that make it impossible for them to remain in the institution, the child shall be released and referred to the relevant medical or preventive care facility;
If the child’s close relatives submit a written request for the child’s release from the institution.

Services Provided at the Institutions

Conducting initial medical examinations of children and providing basic medical care;
Carrying out preliminary assessments of children’s needs, as well as their psychological and emotional status;
Referring children who require inpatient treatment to the relevant medical or preventive care facilities;
Supporting the development of daily living skills, worldview, gross and fine motor skills, communication, and cognitive abilities (including attention, memory, thinking, imagination, and perception);
Assisting children in acquiring basic knowledge in accordance with their health condition;
Organizing cultural and leisure activities and implementing programs to ensure meaningful use of children’s free time.

What You Need to Know

Children’s bedrooms are allocated in accordance with their age, gender, and health condition.
Children may be admitted to the institutions either on a temporary basis or until they reach the age of 18.
