
Another Act of Care for Vulnerable Groups by President Ilham Aliyev
Increases have been made to social payments directed toward the families of martyrs, people with disabilities, women with more than five children, low-income families, and others.
The new Decree signed by President Ilham Aliyev ensures the increase of benefits and pensions for the families of martyrs, people with disabilities, women with more than five children, low-income families, and other categories within the framework of the next social reform package implemented since the beginning of this year — the fifth such package since 2018.
According to the signed Decree, starting from July 1, 2025:
The monthly Presidential pension for the families of martyrs, the families of those killed on January 20, and the families of military personnel who died in Afghanistan is increased to 700 AZN.
The monthly Presidential pension for people with disabilities related to war, the January 20 events, military service duties, and military service at the Chernobyl NPP will be:
600 AZN for those with 81–100% functional impairment (1st degree);
500 AZN for those with 61–80% impairment (2nd degree);
400 AZN for those with 31–60% impairment (3rd degree).
The monthly Presidential pension for Heroes of the Patriotic War will be increased to 2,200 AZN.
The monthly Presidential pension for National Heroes of Azerbaijan will be increased to 2,000 AZN.
The individual Presidential pension of the Republic of Azerbaijan will be increased to 1,700 AZN.
The one-time benefit for the birth of a child will be increased to 600 AZN.
The one-time funeral allowance will be increased to 600 AZN.
Monthly benefits for children with disabilities under guardianship:
500 AZN for children aged 0–6;
600 AZN for children aged 7–13;
650 AZN for children aged 14–18.
Disability benefits based on the degree of impairment:
300 AZN for 81–100% impairment (1st degree);
250 AZN for 61–80% impairment (2nd degree);
180 AZN for 31–60% impairment (3rd degree).
For people with visual impairments due to general causes and 81–100% functional loss (1st degree), the monthly Presidential pension will be increased to 350 AZN.
For other people with disabilities (excluding visually impaired) in the same category, the Presidential pension will be 250 AZN.
The monthly allowance for each adopted child will be 240 AZN.
The monthly allowance for the loss of a family head (per family member) will be 140 AZN.
The monthly allowance for children under one year old from low-income families receiving targeted social assistance will be 140 AZN.
Women with more than five children will receive a monthly benefit of 140 AZN per child.
Children of conscripts serving in active military duty will receive a monthly benefit of 140 AZN per child.
Guardians of orphans and children deprived of parental care will receive 140 AZN per child monthly.
The monthly Presidential pension for caregivers of people with 81–100% impairment (1st degree) and children with disabilities will be increased to 120 AZN.
Monthly Presidential pensions for honorary titles:
300 AZN for those awarded the title of “People’s artist" or similar;
200 AZN for those awarded the title of “Honored artist".
It should be noted that under the new social reform package implemented through President Ilham Aliyev’s decree dated December 23, 2024, the minimum monthly wage in Azerbaijan was increased to 400 AZN, and the minimum pension was raised to 320 AZN as of February 1. Additionally, all types of pensions were indexed by 8.1% from the beginning of the year.
Overall, this next social reform package covers 3 million people and allocates an additional 1.4 billion AZN annually for increases in wages, pensions, benefits, and Presidential stipends directed toward them.
