Decent Work Country Programme for 2025–2029” has been signed between Azerbaijan and the ILO

A ceremony was held to sign the new “Decent Work Country Programme for 2025–2029” between Azerbaijan and the International Labour Organization (ILO).

The event was attended by Minister of Labour and Social Protection of the Population Anar Aliyev; Chairman of the Azerbaijan Trade Unions Confederation Sahib Mammadov; President of the National Confederation of Entrepreneurs (Employers) Organizations of the Republic of Azerbaijan Mammad Musayev; Director of the ILO Decent Work Technical Support Team and Country Office for Eastern Europe and Central Asia Mikhail Pushkin; ILO National Coordinator in Azerbaijan Yashar Hamzayev, and others.

Anar Aliyev noted that the new Country Programme stems from the goals of the “Azerbaijan 2030: National Priorities for Social and Economic Development” approved by President Ilham Aliyev, as well as from the ILO's concept of promoting decent work. He emphasized that the concept of decent work is based on components such as workers’ labour rights, employment, social protection, and social dialogue.

It was stated that the rights of citizens, fully aligned with these principles, are thoroughly enshrined in the provisions of the Constitution of the Republic of Azerbaijan, as well as in the 59 conventions and 1 protocol of the ILO ratified by our country, and in the national legislation in the fields of labour and social protection.

It was highlighted that two previous Decent Work Country Programmes had been successfully implemented in cooperation with the ILO, and that purposeful activities aligned with the Organization’s principles on ensuring decent work were carried out in the country.

Sahib Mammadov and Mammad Musayev, speaking at the event, noted the joint and effective work carried out among social partners to ensure decent work in Azerbaijan. They emphasized the importance of the “Decent Work Country Programme for 2025–2029” prepared by the ILO and the social partners operating in Azerbaijan based on the principle of tripartism.

Mikhail Pushkin stated that the new Country Programme is a successful continuation of the effective cooperation between Azerbaijan and the ILO.

Afterwards, the Country Programme was signed by Anar Aliyev, Sahib Mammadov, Mammad Musayev, and Mikhail Pushkin. The main objective of the Programme is to further develop social-labour relations aimed at ensuring decent work in the country by increasing efforts in such areas as employment, social protection, occupational safety, the application of international labour standards, and social dialogue. In addition, the document will further expand and enhance opportunities for the successful continuation of effective cooperation between Azerbaijan and the ILO.

During the meeting held after the event between Anar Aliyev and Mikhail Pushkin, it was emphasized that active cooperation is being carried out between Azerbaijan and the ILO. It was also noted that the process of ratifying the Organization's “Promotional Framework for Occupational Safety and Health Convention” is nearing completion in our country.

An exchange of views was held regarding the work to be carried out under the newly signed “Decent Work Country Programme for 2025–2029.”
