A Commemorative Event Dedicated to the Memorial Day of National Leader Heydar Aliyev Was Held at the Ministry of Labour and Social Protection of the Population
Today, the staff of the Ministry of Labour and Social Protection of the Population visited the Alley of Honour, where they laid flowers at the grave of the National Leader, architect and founder of the modern independent Azerbaijani state, Heydar Aliyev. The grave of the prominent ophthalmologist-scientist, academician Zarifa Aliyeva, was also visited.
A commemorative event was held at the Ministry in connection with the Memorial Day of National Leader Heydar Aliyev. The bright memory of the Great Leader was honoured with deep respect and profound reverence.
Minister Anar Aliyev highlighted the unparalleled historical services of National Leader Heydar Aliyev in establishing and strengthening the modern independent Azerbaijani state, ensuring the country’s comprehensive development and its достой place in the international community, and noted that during 1969–1982, dynamic development across all sectors of the republic was achieved. It was emphasized that, responding to the call of the people, the National Leader returned to Azerbaijan’s leadership in June 1993, saving the country from the threat of losing its state independence, civil confrontation, a severe crisis and chaos that had engulfed all spheres, and leading it onto a path of long-term development.
It was noted that as a result of the Great Leader’s special attention and care to the social sphere, which formed the basis of the country’s social development strategy, significant steps were taken to strengthen the social protection system. In particular, during 1995–2003, the average monthly real wage increased 5.1 times, the average monthly nominal wage increased more than sixfold, and the average amount of pensions and allowances increased eightfold. During this period, for the first time among CIS countries, Azerbaijan adopted a Labour Code, the Demographic Development Concept, the Law “On Employment”, as well as a number of legislative acts related to social development, and launched important social programmes to ensure care and support for vulnerable groups.
It was stated that the wise and far-sighted policy of National Leader Heydar Aliyev has been successfully continued at a high level by the President of the Republic of Azerbaijan, Mr Ilham Aliyev, ensuring the country’s dynamic development in all areas. In 2020, Azerbaijan achieved a magnificent historic Victory — the Armed Forces, writing a glorious chapter in history during the Patriotic War, liberated the country’s territories from nearly 30 years of Armenian occupation, fully restoring Azerbaijan’s territorial integrity and sovereignty.
At the same time, based on the instructions of the Head of State, social protection and active employment programmes have been repeatedly expanded. In 2018–2025 alone, five social reform packages covering more than 4 million citizens were implemented, with an additional 7.6 billion manats in annual funding allocated for these reforms, resulting in significant increases in social payments.
The event continued with the screening of a film highlighting the special attention and care shown by National Leader Heydar Aliyev to the social sphere.
