
An international webinar titled “ISSA Webinar: Towards Inclusive Social Protection and Labour Markets for Persons with Disabilities” was held with the support of the International Social Security Association (ISSA). The main focus of the webinar was promoting inclusive employment.
During the webinar, Chairman of the Board of the DOST Agency, Farid Mammadov, delivered a presentation entitled “Azerbaijan’s Experience in Integrating Persons with Disabilities into the Labour Market”. The presentation highlighted reforms implemented in Azerbaijan in the areas of social protection and employment of persons with disabilities, the development of an inclusive society, and the DOST concept.
Legislative reforms in the field of disability, as well as strategic policy documents adopted in Azerbaijan, were presented. It was emphasized that the development of an inclusive society and labour market remains one of the country's key priorities.
The presentation also covered measures aimed at expanding inclusive employment, including digital employment tools, the electronic quota system, entrepreneurship support initiatives, and projects designed to facilitate the integration of vulnerable groups into the labour market.
It was noted that the DOST concept has evolved into a citizen-oriented social service model, through which labour, employment, social protection, rehabilitation, and other services are provided via a unified platform. Information was also shared about the DOST Inclusive Development and Creativity Center and the Student Acceleration Program.
It was emphasized that these initiatives contribute to the development of skills, social integration, and increased employment opportunities for persons with disabilities.
The participants were informed that Azerbaijan is ready to share its experience in inclusive social protection with international partners. The presentation was highly appreciated by webinar participants and the leadership of the ISSA.
