President Ilham Aliyev has approved the Laws "On Amendments to the Law of the Republic of Azerbaijan" On Individual Accounting in the State Social Insurance System" and "On Amendments to the Labor Code of the Republic of Azerbaijan" and signed decrees in this regard.
The new laws abolish the state social insurance certificate, and the provisions on this certificate have been removed from the legislation.
Until now, the words "state social insurance certificate" were simply replaced by "social insurance", the words "without a state social insurance certificate" were replaced by the words "not registered individually", the words "issuance of a certificate" were replaced by the words "individual registration in the system". Also, the words "and the state social insurance certificate (except for those starting work for the first time)" in part 1 of Article 48 of the Labor Code were removed.
Thus, as part of the ongoing social reforms, comprehensive e-databases on personal records have been formed within the e-program. Compulsory state social insurance premiums paid to each insured person by opening a personal account with a permanent (unchanging) social insurance number during the accounting period are recorded in these accounts. As a result of such innovative solutions and taking into account the fact that citizens have a permanent social insurance number in the e-system, there is no need to print and submit a social insurance certificate on a tangible medium.
At the same time, the Law on Individual Accounting in the State Social Insurance System is supplemented to provide the insured with access to information on their personal accounts.
It should be noted that the "e-social" Internet portal created by the Ministry of Labor and Social Protection of Population by the Presidential Decree dated September 5, 2018 provides citizens with employment contracts, personal records, pension capital, types of social security, land ownership, disability , information on rehabilitation, paid compulsory state social insurance premiums, etc. allows you to easily access regularly updated information on areas at any time.
