Farid Mammadov, Chairman of the Board of the Sustainable and Operative Social Security Agency, shared the experience of the agency he leads at the international seminar. The event was jointly organized by the UN International Labor Organization (ILO) and the International Social Insurance Association (ISSA). Representatives of state institutions operating in the social field from 14 countries of the world participated in the online seminar held within the ILO electronic training program.
The aim of the seminar "Building resilient social security institutions, understanding continuity and resilience" was to share successful experiences.
Making a presentation, Farid Mammadov noted that the DOST Agency was created by the decree of President Ilham Aliyev and is an important component of the social reforms implemented in Azerbaijan. He said that the purpose of establishing the DOST Agency under the Ministry of Labor and Social Protection of the Population is to improve the quality of social services, to eliminate bureaucratic obstacles and corruption facts in the direction of serving citizens.
F. Mammadov noted that the activities of the DOST Agency are in line with the Sustainable Development Goals of the United Nations and contribute to the implementation of these goals.
The chairman of the board of the DOST Agency also touched on the activity of the institution he leads during the COVID-19 pandemic. At a time when the global pandemic caused a crisis all over the world, he emphasized that distance and electronic services were organized by the DOST Agency. He noted that continuous service to citizens is organized through various electronic tools, social networks, as well as the call center.
"During that period, 800,000 people were served with the help of "Call center 142", e-sosial.az portal, dost.gov.az website, as well as other electronic tools," he added.
Farid Mammadov also spoke about the 2nd Karabakh war in 2020 and the organization of the activities of the DOST Agency during the post-conflict period.
"During the COVID-19 pandemic, a second test for the social sphere in Azerbaijan was the beginning of the 44-day patriotic war. Karabakh and Eastern Zangezur regions, which were occupied by Armenia for 30 years, were liberated from occupation and the territorial integrity of Azerbaijan was restored. The war, in turn, brought new challenges to the field of social services. In 2021, a Single Coordination Center was established to provide services to family members of martyrs, military personnel injured in war and disabled persons," he added.
Farid Mammadov then spoke about the upcoming goals and strategic vision of DOST Agency. He noted that the DOST Index - quality assessment model is being prepared to evaluate the activity of the Agency and centers, as well as to further increase the quality of service. At the same time, activities are being carried out in the direction of complete digitalization of services.
Farid Mammadov's presentation was received with interest. After the presentation, he answered the participants' questions.
It should be noted that representatives of relevant institutions of Pakistan, Philippines, Bangladesh, Barbados, Burkina Faso, South Sudan, Guinea-Bissau, Mozambique, Ethiopia, Laos, Nepal, Tanzania and Uganda participated in the event. Representatives of Great Britain participated in the seminar as guests.
