To receive a presidential grant, a person must apply to the structural unit of the State Social Protection Fund at their place of residence, the DOST Center, or the "Single Coordination Center for Appeals of Family Members of Martyrs, Servicemen, and Persons with Disabilities."
An application for a presidential grant shall be reviewed within 10 (ten) days of its registration, and a corresponding decision shall be issued. When the decision is made to refuse from assignment of the award, the applicant shall be officially notified within 5 (five) days, with the reasons for refusal indicated. The applicant has the right to appeal this decision administratively to a higher authority (official) or to the court.
The presidential grant is paid from the date the right to receive it arises, regardless of the date of the person's application.

In cases where the grant is not assigned proactively, individuals must collect the required documents and apply for registration to the relevant structural unit of the State Social Protection Fund, a DOST Center, or a Single Coordination Center for Appeals of Family Members of Martyrs, Servicemen, and Persons with Disabilities.
