Job seekers and unemployed individuals are retrained in educational institutions in line with labor market needs, in order to acquire a profession or retrain in a new one.
Professional courses are organized for job seekers and unemployed individuals.
Professional courses are organized free of charge for unemployed individuals. Additionally, the vocational training of job seekers is provided at no cost by the local offices of the State Employment Agency or the DOST Centers under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan, provided that no more than 20% of unemployed individuals in the relevant administrative unit are enrolled in such training per year.
The professional courses are organized on a paid basis for job seekers.
Persons involved in vocational training are paid an allowance equal to the minimum monthly wage in accordance with Clause 29.1 of the Law of the Republic of Azerbaijan "On Employment" during their training period.
The allowance determined during the vocational training shall be transferred to the bank account of the person involved in the training by the State Employment Agency under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan.
Job seekers who exceed 20% of the unemployed involved in professional training in the relevant administrative territorial unit during the year are not eligible for free training.
Individuals who are undergoing professional training while receiving unemployment insurance benefits may also be subject to restrictions or specific conditions.
The payment of benefits to the person involved in vocational training is made no later than the 5th day of the month following the start of the educational process.
In the case of an incomplete school month, the amount of the allowance is determined by dividing the monthly amount by the number of working days in that month and then multiplying by the number of school days attended.
Job seekers and unemployed individuals are involved in vocational training through local branches of the State Employment Agency under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan or through DOST Centers. Those participating in vocational training receive referrals to educational institutions via the “Employment” subsystem of the Ministry’s Centralized Electronic Information System (CEIS). Subsequently, trilateral or quadripartite agreements are concluded with the participants.

Professional training is carried out in accordance with the state standards of professional education.
It is a set of minimum requirements regarding the content of work and working conditions that an employee must meet in a particular profession.
The duration of professional training courses is up to six (6) months.
Students who have completed professional training and successfully passed the qualification exam are issued a state-recognized certificate of education.

During the organization of professional training, the needs of job seekers and unemployed persons for professional training are determined in accordance with the labor market requirements. Upon the proposal of the State Employment Agency, the costs (excluding taxi fares) incurred by a person for travel between cities and/or districts (excluding urban districts) within different administrative territorial units to attend professional courses are reimbursed. Professional training for job seekers is paid. For this purpose, a relevant agreement is signed between the educational institution and the job seeker through the local branches of the State Employment Agency or the DOST Center. Currently, there are four regional professional training centers located in Baku, Goychay, Nakhchivan, and Ganja. |
