What does the professional training mean?

Job seekers and unemployed individuals are retrained in educational institutions in line with labor market needs, in order to acquire a profession or retrain in a new one.

What circumstances create the basis for organization of the professional training courses?

• Unless it is possible for job seekers and unemployed people to choose a suitable job due to lack of necessary profession or specialty;
• When a job seeker or unemployed person loses the ability to work in the previous profession.

Who are the beneficiaries of the professional courses?

Professional courses are organized for job seekers and unemployed individuals.

Who is preferred when organizing the professional courses?

• Individuals who have not worked for more than 3 years and those without a profession (specialty);
• Members of martyr families.

In what cases are the professional courses organized on a free basis?

Professional courses are organized free of charge for unemployed individuals. Additionally, the vocational training of job seekers is provided at no cost by the local offices of the State Employment Agency or the DOST Centers under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan, provided that no more than 20% of unemployed individuals in the relevant administrative unit are enrolled in such training per year.

The professional courses are organized on a paid basis for job seekers.

What is the amount of the pension for the people who involved in the professional training?

Persons involved in vocational training are paid an allowance equal to the minimum monthly wage in accordance with Clause 29.1 of the Law of the Republic of Azerbaijan "On Employment" during their training period.

In what form is the benefit paid to the participants (participants) involved in the professional training?

The allowance determined during the vocational training shall be transferred to the bank account of the person involved in the training by the State Employment Agency under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan.

Benefits are not paid to the following people involved in professional training:

Job seekers who exceed 20% of the unemployed involved in professional training in the relevant administrative territorial unit during the year are not eligible for free training.

Individuals who are undergoing professional training while receiving unemployment insurance benefits may also be subject to restrictions or specific conditions.

When is the benefit paid to an unemployed person engaged in vocational training?

The payment of benefits to the person involved in vocational training is made no later than the 5th day of the month following the start of the educational process.

How is the payment of benefits determined in the absence of a full month of study?

In the case of an incomplete school month, the amount of the allowance is determined by dividing the monthly amount by the number of working days in that month and then multiplying by the number of school days attended.

In what cases is the benefit for a person who involved in vocational training terminated?

• Upon cancellation of registration as unemployed;
• When temporarily deregistered as unemployed;
• Upon expulsion from an educational institution;
• Upon cancellation of registration as a job applicant;
• When temporarily deregistered as a job applicant.

Where can a citizen who wants to take a course of vocational training go?

Job seekers and unemployed individuals are involved in vocational training through local branches of the State Employment Agency under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan or through DOST Centers. Those participating in vocational training receive referrals to educational institutions via the “Employment” subsystem of the Ministry’s Centralized Electronic Information System (CEIS). Subsequently, trilateral or quadripartite agreements are concluded with the participants.

Where are the professional training courses organized?

Professional training courses are organized in:

• Educational institutions of the State Employment Agency under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan;
• State educational institutions;
• Private professional education institutions through procurement of services in accordance with the Law of the Republic of Azerbaijan “On Public Procurement.”

How are the standards set in the professional training courses?

Professional training is carried out in accordance with the state standards of professional education.

What are the professional standards?

It is a set of minimum requirements regarding the content of work and working conditions that an employee must meet in a particular profession.

What is the duration of training in the professional training courses?

The duration of professional training courses is up to six (6) months.

Who is issued a state document (certificate) on education?

Students who have completed professional training and successfully passed the qualification exam are issued a state-recognized certificate of education.
