What does the professional training mean?

Job-seekers and unemployed people are retrained in educational institutions in accordance with the needs of the labor market in order to acquire a specialty (profession) or a new specialty (profession).

What circumstances create the basis for organization of the professional training courses?

• Unless it is possible for job seekers and unemployed people to choose a suitable job due to lack of necessary profession or specialty;
• When a job seeker or unemployed person loses the ability to work in the previous profession.

Who are the beneficiaries of the professional courses?

The professional courses are organized for job seekers and the unemployed people.

Who is preferred when organizing the professional courses?

- People not having worked for more than 3 years and those not having a profession (specialty);

- Members of the martyr's family.

In what cases are the professional courses organized on a free basis?

The professional courses are organized free of charge for the unemployed people. Also, the professional training of job seekers is organized free of charge by local bodies of the State Employment Agency or "DOST" centers under the Ministry of Labor and Social Protection of the Republic of Azerbaijan, provided that no more than 20% of the unemployed people are involved in professional training in the relevant administrative unit per year.

In what cases are the professional courses organized on a paid basis?

The professional courses are organized on a paid basis for job seekers.

What is the amount of the pension for the people who involved in the professional training?

Persons who involved in the professional training are paid a pension in the amount of the minimum monthly salary in accordance with Clause 29.1 of the Law of the Republic of Azerbaijan "On Employment" during their education.

In what form is the benefit paid to the participants (participants) involved in the professional training?

The pension in the amount determined during the professional training shall be transferred to the bank account of the person who involved in professional training by the State Employment Agency under the Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan.

Benefits are not paid to the following people involved in professional training:

To job seekers who are more than 20% of the unemployed involved in professional training in the relevant administrative territorial unit during the year.

People being involved in professional training during the period of receiving unemployment insurance benefits.

When is the benefit paid to an unemployed person engaged in vocational training?

The payment of benefits to the person who involved in vocational training is made no later than the 5th day of the next month after the start of the educational process.

How is the payment of benefits determined in the absence of a full month of study?

In the case of an incomplete school month, the amount of the allowance is determined by dividing by the number of working days in this month and multiplying by the number of school days.

In what cases is the benefit for a person who involved in vocational training terminated?

Upon cancellation of registration as unemployed;

When temporarily deregistered as unemployed;

When expelled from an educational institution;

Upon cancellation of registration as an applicant;

When temporarily deregistered as an applicant;

Where can a citizen who wants to take a course of vocational training go?

Job seekers and the unemployed are involved in vocational training by local structures of the State Employment Agency under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan or by “DOST” centers. Job seekers and the unemployed involved in vocational training are provided with referrals to educational institutions through the “employment” subsystem of the centralized electronic information system (CEIS) of the Ministry. After that, trilateral or quadripartite agreements are concluded with them.

Where are the professional training courses organized?

The professional training courses are organized in:

-   the educational institutions of the State Employment Agency under the Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan;

-   the state educational institutions;

-   the private professional education institutions through procurement of services in accordance with the Law of the Republic of Azerbaijan "On Public Procurement".

How are the standards set in the professional training courses?

The professional training is carried out in accordance with the state standards of professional education.

What are the professional standards?

It is a set of minimum requirements for the content of work and working conditions to be performed by an employee in a particular profession.

What is the duration of training in the professional training courses?

The duration of training in the professional training courses is up to 6 (six) months.

Who is issued a state document (certificate) on education?

Students having completed professional training and successfully passed the qualification exam are issued a state document (certificate) on education.
