It is a monthly or lump-sum payment provided as social assistance to certain categories of people.
Persons with disabilities, including children with disabilities under the age of 18; individuals who have reached the retirement age specified in Clauses 7 and 8 of the Law of the Republic of Azerbaijan “On Labor Pensions”; persons under the age of 18 (including full-time students until graduation, but not beyond the age of 23); and children with disabilities over 18 who were diagnosed with limited health capabilities before the age of 18.
Once the right to receive social benefits is established, an application can be submitted to the structural unit of the State Social Protection Fund at the place of residence, a DOST Center, or a “Single Coordination Center for Appeals of Family Members of Martyrs, Servicemen, and Persons with Disabilities.”
An application for the assignment of benefits shall be reviewed within 10 (ten) days from the date of registration, and a corresponding decision shall be made. If the decision is to refuse the benefit, the applicant shall be officially notified within 5 (five) days, with an explanation of the reasons for refusal. The applicant has the right to appeal this decision administratively to a higher authority (official) or to the court.
Social benefits are paid for a maximum period of three years from the date of application, provided the applicant remains eligible.
In the event of voluntary resignation of civil servants holding administrative or auxiliary positions, in accordance with the Law of the Republic of Azerbaijan “On Civil Service,” due to reaching retirement age or becoming disabled — and if they are not entitled to a labor pension due to not meeting the minimum required length of service (15 years) — social benefits may be provided.
Lifetime
When a civil servant is re-employed in the civil service, the payment of previously assigned benefits is suspended for the period of re-employment.
The amount of the benefit shall be determined based on the average monthly salary of the civil servant in their last main position, calculated over the 12 calendar months preceding the month of resignation.
If the civil servant has worked in the civil service for less than 12 calendar months, the benefit shall be calculated based on the full calendar months of actual service. The state salary includes the official salary, bonuses, and supplements to the official salary (such as benefits for the qualification level of the civil servant, length of service, etc.). The amount of the monthly benefit shall be 15% of the civil servant’s salary calculated in accordance with this Regulation for their last main position.

If individuals do not have the right to a labor pension and are not working, they can receive social benefits (from 01.01.2020) upon reaching the age limit established by Clauses 7 and 8 of the Law of the Republic of Azerbaijan “On Labor Pensions.”
Fathers who have raised five or more children without remarrying due to the death of the mother or the dissolution of the marriage with the mother, fathers who have adopted five or more children and raised them alone until the age of eight, as well as male guardians who have raised five or more children under the age of eight, have their age limit reduced by 5 years.

If a person with a disability is not entitled to a labor pension based on the decision of the body (institution) designated by the relevant executive authority.
Note: According to Presidential Decree No. 373 dated February 24, 2006, on the implementation of the Law of the Republic of Azerbaijan "On Social Benefits", the term "body (institution)" refers to the State Medical-Social Expertise and Rehabilitation Agency under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan.

When a person is entitled to a labor pension
At present, this benefit is determined proactively without applying to any government agency or submitting any documents.
If a disabled person is not entitled to a labor pension (except for the case specified in Clause 14.4 of the Law of the Republic of Azerbaijan “On Labor Pensions”).
When one of the parents, siblings, or grandparents—regardless of age and ability to work—cares for the children of the deceased who are under 8 years old and does not engage in employment.

If the amount of the insurance part of the labor pension calculated for the loss of the head of the family is less than the amount of the social benefit for the loss of the head of the family established by the Law of the Republic of Azerbaijan "On Social Benefits", each incapable family member is entitled to receive social benefits for loss. This Law came into force on 01.01.2020.
When a person designated by the relevant executive authority to care for a child under 3 years of age is on partially paid social leave.
For the duration of leave, starting from the day the person designated by the relevant executive authority goes on partially paid social leave.
Upon return from partially paid social leave by a person designated by the relevant executive authority
44 AZN is provided for the care of a child under 1.5 years of age, and 28 AZN for the care of a child from 1.5 to 3 years of age.

When a person is serving in full-time active military service
