The digitalization rate of the 164 services currently provided by the Agency for Sustainable and Operational Social Provision (DOST) has reached 90%.

Chair of the Board of the DOST Agency Farid Mammadov made the statement during his speech at an event on “Green and Digital Social Service Model: DOST Experience” organized by the DOST Agency.

The event, held as part of “Baku Climate Action Week 2026”, brought together representatives of government institutions, non-governmental organizations, higher education institutions and the media, as well as experts in the social sector.

The event featured DOST’s experience in developing a green and digital social service model. Farid Mammadov noted that the Agency has successfully piloted a digital social service model.

“Currently, the digitalization rate of 164 services has reached 90%. 56 services are provided proactively. Millions of applications are managed through digital channels throughout the year,” Farid Mammadov added.

During the discussions, it was noted that digitalization is not only a tool for improving efficiency and accessibility, but also an approach that helps reduce environmental impact and contributes to climate goals.

“The DOST model reduces the environmental burden through paperless processes, service centralization and optimized citizen mobility. Just as electronic document management reduces resource consumption, the 5 different service channels — centers, online and proactive services, self-service terminals, mobile services, and the DOST Call Center 142 — reduce the number of physical visits and, consequently, carbon emissions associated with traffic congestion,” the Chair of the Board emphasized.

Presentations were also delivered by representatives of the Ministry of Economy, the Ministry of Digital Development and Transport, the Ministry of Ecology and Natural Resources, the Ministry of Science and Education, the DOST Digital Innovations Center, and other partner institutions.

At the end of the event, it was decided to develop a package of recommendations reflecting green transition and digitalization standards in the social services sector and to incorporate the DOST Agency’s experience into these recommendations.
