Social service is a complex measure implemented in the direction of eliminating the social problems of a person (family) living in difficult life conditions and creating opportunities for equal participation in public life with other people.
- A person in difficult living conditions applies to the relevant executive authority at the place of residence for the provision of social services with an application and other documents confirming the relevant basis provided for in Article 7 of the Law of the Republic of Azerbaijan "On Social Services" (hereinafter - the Law) attached to the application. . One of the adult members of the family can apply for social services for a family in difficult living conditions.
- Within the interests of a person (family) in a difficult life situation, the person's parents, other legal representative (guardian, protector), municipalities, non-governmental organizations, as well as other persons with the consent of that person, can apply to the relevant executive authority for providing social services..
- State authorities, municipalities send information about them to the relevant executive authority in order to identify persons in difficult living conditions and in need of social services and to take these persons to social services.
Applying for home (mobile) social service
- Republic of Azerbaijan by place of residence for provision of social services at home (mobile) for lonely elderly people, elderly spouses, persons with disabilities, persons in the terminal (final) stage of the disease who do not live in the same residential area with their able-bodied relatives or legal representatives and are in need of social services They apply to the "DOST" centers of the DOST Agency under the Ministry of Labor and Social Protection of the Population or to the local institutions of the Social Services Agency.

Placement of a person (family) in difficult living conditions in a social service institution
- In cases where persons in difficult living conditions who have been deemed incapacitated by the court and are unable to independently provide for their basic vital needs have applications from their able-bodied relatives or legal representatives who are obliged to take care of them, that they cannot take care of those persons, according to the decision of the relevant executive authority, the state social can be placed in a service facility. When placing a person in a state social service institution, the rights specified in Article 8 of the Law are taken into account.
- In order to place a person (family) in a difficult life situation in a social service institution, one of the adult members of the family or within the interests of the person (family) the person's parents, other legal representative (guardian, custodian), municipalities, non-governmental organizations, as well as the person's consent and other persons apply to the "DOST" centers of the DOST Agency under the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan or to the local institutions of the Social Services Agency according to their place of residence.
