Was born in 1988 in Saatli district.
In 2009 graduated from the Academy of Public Administration under the President of the Republic of Azerbaijan with a degree in Administrative Management, in 2012 graduated from the Academy of Public Administration under the President of the Republic of Azerbaijan with a master's degree in Economic Regulation. He received a doctorate in Econometrics from the Economic Reforms Research Institute.
Worked in 2013-2015 in the company "Liebherr", in 2015-2016 in the Civil Service Commission under the President of the Republic of Azerbaijan, in 2016-2018 in the State Examination Center, in 2018-2019 in the Service of Citizens under the President of Azerbaijan and at the State Agency for Social Innovations.
Since 2019, is the Head of the Work with the Volunteers Sector of the Human Resources Management and Training Department of the Sustainable and Operational Social Provision Agency. On September 10, 2021, was appointed Counsellor to the Chairman of the Board of the Sustainable and Operational Social Provision Agency.
The winner of the "Yukselish" competition, established by the Decree of the President of the Republic of Azerbaijan dated July 26, 2019 to identify, support and establish promising leaders with high intellectual level and management qualities in the country.

In 1997 graduated with honors from the University of Azerbaijan with a bachelor degree in Banking and in 1999 with a master’s degree in International Economic Relations from the University of Azerbaijan.
Studied at the Academy of Management of Vienna University of Economics in Austria between 2012-2014.
Has worked in various government agencies, including central executive bodies, in the private sector, as well as in expert and managerial positions in well-known foreign companies, expert, project coordinator and project manager for a number of international projects.
On December 13, 2018, was appointed a chairman of the Board of the Sustainable and Operational Social Provision Agency.

Since 2018, has been working as a lecturer at UNEC Business School.
From January 2019, Director of the Risk Management and Internal Control Department of the Sustainable and Operational Social Provision Agency, from April 23, Director of Baku DOST Center No. 1, from December 28, Director of Baku DOST Center No. 2, from May 21, 2020, worked as the director of Baku DOST Center No. Since August 4, 2020, he is the Deputy Chairman of the Board of the Sustainable and Operational Social Provision Agency.

Department of organization of DOST centers provides construction of administrative buildings of DOST centers, initial design in this direction, control over preparation of design estimates, obtaining necessary opinions, organization and control of coordination with contractors involved in the construction process, general work in accordance with the construction plan and organizes the commissioning of new completed DOST centers.
