Rashad Mehdiyev was born in 1984 in the Tartar district. He graduated from the Faculty of International Relations at Baku Slavic University. Upon completing his military service, he held various leadership positions in both state and private organizations.
Since 2020, Rashad Mehdiyev has been serving at the Ministry of Labour and Social Protection of Population, where he led the Social Partnership Department of the State Employment Agency. In 2021, he was appointed as the Advisor to the Chairman of the Board of the State Social Protection Fund, a position he held until June 2024.
Currently, Mr. Mehdiyev is pursuing a degree in management at the Academy of Public Administration under the President of the Republic of Azerbaijan.

Nazila Akif gizi Hashimzade was born in 1967 in the city of Baku. In 1989 she graduated from the Faculty of Mathematics of the Azerbaijan State University. In 1991, she continued her education at the postgraduate level of the Institute of Mathematics and Mechanics of the Azerbaijan National Academy of Sciences. In 1995, she wrote a dissertation on "Singular Integrals in a Borderless Space."
In 1989-1991, she worked as an engineer at the Caspian Scientific Center of the Azerbaijan National Academy of Sciences. In 1996-1999 she was a researcher at the Institute of Mathematics and Mechanics of the Azerbaijan National Academy of Sciences. In 1999-2019 she worked in the R.I.S.K. Scientific Production Company as a corporate sales manager and then as a department head.

Tural Mailov was born in 1985 in Baku, Azerbaijan. He completed his secondary education in Battle Creek, Michigan, USA. Subsequently, he graduated from Western University with a degree in International Law.
Tural Mailov commenced his professional career in 2008 at "Kazimir Partners Azerbaijan" LLC, where he initially served as a research analyst and later advanced to the position of Executive Director. He subsequently assumed leadership of "Caspian Financial." Over the course of his career, Mr. Mailov has held various senior management roles in esteemed companies operating in the United Arab Emirates and several European countries. In addition to his business endeavors, he also led an international media organization based in Europe. From 2024 to 2025, he served as an advisor to the Chairman of the Board of the DOST Agency. In March 2025, Tural Mailov was appointed as the Deputy Chairman of the Agency for Sustaible and Operative Social Provision.
Furthermore, Mr. Mailov is a licensed member of the Securities Committee and the Baku Stock Exchange. He achieved the highest possible score on the certification exam organized by the Securities Committee, earning the status of a certified expert.
Aygun Musayeva was born in 1985 in Baku. In 2004, she completed her bachelor's degree in Applied Mathematics and Cybernetics at Baku State University, and in 2006, she obtained her master's degree. In the same year, she was admitted to the PhD program at the Institute of Cybernetics of the Azerbaijan National Academy of Sciences (ANAS). From 2010 to 2012, she studied the International Social Work program at Stockholm University in the Kingdom of Sweden. In 2014, she got a PhD in Economics, and in 2019, she was awarded the academic title of Associate Professor.
From 2004 to 2006, she worked as an assistant in the TACIS project “Improvement of the Tax System in Azerbaijan.” From 2005 to 2014, she held positions as a senior consultant and chief consultant at the Ministry of Labour and Social Protection of Population. Between 2014 and 2019, she worked at Azerbaijan University as a lecturer, director of the Social Work Program, dean of the Faculty of Social Work, and head of the Department of Social Work Organization. From 2019 to 2025, she served as the Head of the Strategic Planning Department at the Agency for Sustainable and Operative Social Provision, Head Coordinator of the 142 Call Center, and Head of the DOST Services Department. In March 2025, she was appointed as the Deputy Chairman of the Board of the Agency for Sustainable and Operative Social Provision.

The opening of the DOST Center for Inclusive Development and Creativity took place on October 22, 2021 with the participation of President of the Republic of Azerbaijan Ilham Aliyev and First Vice President Mehriban Aliyeva.
The main goal of the Broad Profile Center is to help identify and develop the creative potential, talents and other skills of people from socially vulnerable groups.
During the trainings held at the DOST Center for Inclusive Development and Creativity, which receives about 140 people in two shifts a day, people with disabilities, including those with war-related disabilities and their children, martyrs' families, orphans and children deprived of parental care and low-income families can receive training. Currently, the Center has 12 areas of activity (floristics, gardening and landscape design; Art carving; Carpet weaving, weaving and embroidery; Tailoring, fashion design; Photography; Music; Pottery; Fine arts; Dance; Performing arts, acting; Audio-recording; media direction; Culinary, waiter work) trainings are held.
Also, during the trainings, the trainees are involved in social pedagogical and psychological support programs by the multidisciplinary group established at the Center.
DOST Center for Digital Innovations is Limited Liability Company, a subsidiary of the Sustainable and Operational Social Provision Agency, was established by Decision No. 4 of the Supervisory Board of DOST Agency dated December 17, 2021.
The Company is responsible for the unified management of information and communication issues of the Ministry of Labor and Social Protection (hereinafter - the Ministry) and non-subordinate bodies, the definition of the Ministry's information technology policy, the integration of governmental and non-governmental organizations with information databases. , works to ensure the organization and sustainability of e-services, support and development of information systems, ensuring the efficient and secure operation of information systems and improving the management system in this area.
