The new decree of the head of state serves widespread use of modern technology in the prevention of informal employment

The Decree of President Ilham Aliyev on approval of “Control over Informal Employment” list of information systems and resources required for integrated single electronic information resource" dated 25 February,2020 serves improving the efficiency of the comprehensive measures in the prevention of informal employment.

Informal employment has a negative impact on the competitive environment, contributing to the spread of the shadow economy in the country, leading to violations of labour and social rights of employees, their exclusion from the social insurance system and consequent future social security, and a reduction in tax revenues. In this regard, strengthening of measures to prevent informal employment is one of the main priorities for the state. Utilizing the benefits of modern technology in preventing informal employment plays an important role in improving efficiency and effectiveness in this area.

The creation of “Control over Informal Employment” single electronic information resource is intended in the “Law on Employment” dated 29 June,2018. The preparation of proposals about “Control over Informal Employment” list of information systems and resources required for integrated single electronic information resource was assigned in Presidential Decree on application of those Law dated 24 August,2018. The list has already been approved by the Decree dated 25 February 2020. The information systems and resources of relevant organizations (nearly 20 institutions) are covered in the list.

The ability to detect informal employment as a result of the integration of these information systems and resources into a single electronic information resource called "Informal Employment Control", which will provide the necessary information in the employment sector, will greatly increase the effectiveness of surveillance measures. Thus, it will be possible to identify risk groups through electronic audits by checking information about employer in electronic information systems of various government agencies, by minimizing the contact of entrepreneur-officials without going to workplace. As a result, taking preventive measures on the prevention of informal employment will be provided.
